That the City Council:
A. Approve and authorize the City Manager to execute Contract CSPP-5328, Amendment 01 with the California Department of Education Child Development Services for the 2025-2026 Fiscal School Year; and,

B. APPROVE AND ADOPT RESOLUTION NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE EXECUTION OF THE LOCAL AGREEMENT NUMBER CSPP-5328, AMENDMENT 01 WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION.

The 2025-2026 California State Preschool Program grant, CSPP-5328, Amendment 01, increases the program's maximum reimbursable amount by $59,692, raising it from $2,487,180 to $2,546,872. This funding increase reflects a change to the service county reimbursement rate and applies to sites located in the service counties, as approved by the Early Education Division and indicated in the Child Development Management Information System (CDMIS). Minimum Days of Enrollment (MDE) requirement for contract CSPP-5328 will remain unchanged at 246 days for Full-Day Preschool and 175 days for Part-Day Preschool. This increase in funding will help cover costs associated with program enrollment as the City's grant funded program moves toward full enrollment.

This contract amendment allocates an additional $59,692 to the City's State Preschool Program.  All program and administrative costs for the City's State Preschool Program are reimbursed through grants and there is no impact to the General Fund.
