APPROVE A RESOLUTION AMENDING RESOLUTION NO. 4308, SECTION 7, PERTAINING TO COMPENSATION FOR LA HABRA HOURLY PART-TIME EMPLOYEES

RECOMMENDATION:


That the City Council APPROVE AND ADOPT RESOLUTION NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AMENDING RESOLUTION NO. 4308, SECTION 7, PERTAINING TO A COMPENSATION PLAN FOR LA HABRA PART-TIME EMPLOYEES. 

DISCUSSION:

Resolution 4308 was approved and adopted by the City Council on November 3, 1994. At that time, part-time job classifications and pay ranges were established as a flexible table which has served since as the City’s part-time salary table.

The City of La Habra is in the process of implementing a comprehensive Human Resources Information Systems (HRIS) in the Tyler Munis system, along with an associated payroll management system that will modernize personnel and payroll operations, streamline compliance reporting, and improve integration with finance and budgeting modules.

During system configuration and data conversion, it was identified that the City’s current part-time salary schedule requires formatting and structural updates to align with Tyler Munis system requirements. The existing schedule must be amended to include consistent pay grade structures, standardized pay step intervals (where applicable), and appropriate position titles as they appear in the new HRIS database. Additional steps were also added to the part-time Parking Enforcement Officer position, which had previously only had one step, to assist in recruitment and retention of the position which has been difficult to fill and retain. The State minimum wage also increased for 2026, which is now reflected in the new salary schedule. Moving forward, the part-time salary schedule will be monitored and updated to remain in alignment with the City's other salary schedules. 

Staff recommends approving the hourly part-time salary schedule, effective January 1, 2026.
