| SUBJECT: | APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH CMA INC DBA CONTRAST MEDIA FOR DESIGN AND PROJECT MANAGEMENT SERVICES FOR THE RENOVATION OF THE LA HABRA COMMUNITY CENTER GRAND BALLROOM AND LOBBY AT 101 WEST LA HABRA BOULEVARD

RECOMMENDATION:
That the City Council:
A. Waive the competitive bidding process per La Habra Municipal Code Section 4.20.080 (C) "Exceptions to bidding requirements" for certain architectural, consulting, engineering and other services and approve and authorize the City Manager to execute an agreement with CMA Inc DBA Contrast Media of Fullerton, California, for design and project management services for the renovation of the La Habra Community Center Grand Ballroom and Lobby at 101 West La Habra Boulevard; and,
B. Authorize staff to issue a purchase order in the amount of $58,800, which includes a 20 percent (20%) contingency.
DISCUSSION:
The La Habra Community Center facility plays a central role in providing services to the community, serving as a space that fosters connection and provides vital services to residents. It is also a centralized location for civic, recreational, and social activities, creating meaningful memories over the years. The facility is also regularly rented out to host both small and large scale private events. Built in 1994, the facility is in need of updating and requires modernization and a comprehensive renovation of the grand ballroom and lobby are essential to ensuring the facility can continue hosting high-quality public and private events and services. The City Council approved $500,000 in funding for the proposed renovation project as part of the Fiscal Year 2025-2026 Adopted Capital Improvement Plan (CIP). The renovation will help ensure the facility provides a premier space for residents, businesses, schools, nonprofit organizations and other user groups, in addition to City hosted civic events.
The La Habra Community Center is utilized every day of the week, offering programs and services that cater to all ages. Some of the regularly scheduled essential programs include:
- Senior Nutrition Program — Serving lunch to seniors Monday through Friday
- Contract Classes — Offering youth, adult and senior fitness, dance, music, language and art lessons
- Private Event Rentals — Hosting weddings, memorials, celebrations, birthdays and fundraisers
- Emergency Services — Acting as a cooling center and shelter when needed
- City Special Events and Programs — Hosting the State of the City, Volunteer Recognition, Monthly Senior Dances, Staff Development Trainings, Senior Health Fair and more
- Case Management and Community Outreach — Focused on assisting vulnerable community members
- Administrative Offices — Serving as the administrative offices for the Community Services Department staff
The Community Center renovation will address deferred maintenance and outdated spaces, and the renovation will include the community's input for requests for upgraded meeting spaces, updated technology, better amenities, and overall improved facility conditions and will involve several project components, including:

The agreement being proposed for City Council consideration and approval would retain CMA Inc DBA Contrast Media to provide comprehensive project design and management services. The pre-production design work will include site surveys, materials, fabrication design and drawings, and project management will include supervision of other contractor's project activities from installation to completion, third party management, installation supervision and resource management services. The total fee for these services is $58,800, which includes a 20 percent (20%) contingency.
The La Habra Municipal Code Section 4.20.080 specifies "Exceptions to Bidding Requirements" that allows for the purchase of certain professional services or the procurement of services for which professional policies prohibit competitive bidding, such as, but not limited to, architectural services, consultant services, legal services and engineering services, allowing staff to negotiate for the provision of such services. CMA INC DBA Contrast Media has extensive work experience designing similar projects at the Nixon Library and Getty Museum, has experience working on City facilities in the past, including work completed at the La Habra Children's Museum. City staff were able to negotiate the proposed fee for these services in support of the overall renovation project.
Once completed, the renovations to the grand ballroom and lobby will reflect an improved gathering space that will better serve the community's needs. During the month-long building closure, the Community Center parking lot will also be under construction, managed separately by the Public Works Department, and will include new paving, striping, and ADA (Americans With Disabilities) updates. With the planned closure of the Community Center and no parking lot access, several programs are being relocated to Veterans Hall, City Hall, Hillcrest Health & Wellness Center, and Our Lady of Guadalupe Church Coleman Center during the month of November. Limited services will be available at the Community Center during the closure; however, there will be access to staff in person, online, and through telephone communication.
FISCAL IMPACT/SOURCE OF FUNDING:
The Community Center Renovation project is included in the Fiscal Year 2025-2026 approved Capital Improvement Program (CIP) with a total budget allocation of $500,000. The total amount of this proposed portion of the renovation plan is $58,800, and there are sufficient funds in this component of the project budget to cover these costs.
