| SUBJECT: | APPROVE AGREEMENT AND ISSUANCE OF A PURCHASE ORDER WITH FULLERTON PAINT AND FLOORING FOR FLOOR REPLACEMENT AT THE LA HABRA COMMUNITY CENTER

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute an agreement with Fullerton Paint and Flooring and authorize staff to issue a purchase order to Fullerton Paint and Flooring in the amount of $108,510, which includes a 10 percent (10%) contingency.
DISCUSSION:
The La Habra Community Center is home to a number of City activities and events, as well as private rentals throughout the year, with thousands of visitors annually. The facility, including the grand ballroom, is showing significant wear and tear in the floors, walls, and other areas. As a result of these aesthetic and maintenance concerns, staff developed a renovation plan to address the deficiencies. In developing the renovation plan, staff visited a number of community centers in other surrounding cities to evaluate their facilities including flooring, audio visual components, entry ways, and other aesthetic improvements.
The flooring at the La Habra Community Center, including the hallways (2,899 square feet) and grand ballroom (6,342 square feet), is in poor condition and has exceeded its useful life. Routine maintenance and cleaning are no longer sufficient to address the issues that include persistent staining, extensive wear and fraying, lifting of certain flooring tiles, and water damage. Continued patching and minor repairs are no longer cost-effective or sustainable. The poor aesthetic condition of the flooring makes the facility less attractive for City activities as well as private rentals, and staff recommend a full flooring replacement in these specific areas at this time.
When staff visited neighboring community centers, they evaluated the different types of flooring that were being utilized and based on observed conditions and feedback from staff in these other city facilities, staff recommends replacing the existing carpet flooring tiles with a durable luxury vinyl tile (LVT) for both the hallway and ballroom areas of the community center. The intent is to create an area that is contemporary in look while being easier to clean and maintain, and resistant to absorbing spills and retaining odors. LVT is a durable, water-resistant flooring that mimics natural materials like wood and stone. It is made of multiple layers, including a realistic printed design layer and a protective wear layer, offering a more affordable and long-lasting alterative to natural stone or ceramic tile.

Staff reviewed the proposals from the three contractors and found Fullerton Paint & Flooring to be the lowest responsible bid. Based on the proposed pricing, staff recommends that the City Council approve the replacement of the flooring in the Community Center ballroom and outer hallway.
FISCAL IMPACT/SOURCE OF FUNDING:
The Community Center Renovation project is included in the Fiscal Year 2025-2026 Capital Improvement Program (CIP) with a total approved budget of $500,000, with replacement of flooring as one component of the project. The total amount of this proposed portion of the project is $108,510 and sufficient funding are available in the project budget for this cost.
