| SUBJECT: | APPROVE AN AGREEMENT AND ISSUANCE OF A PURCHASE ORDER WITH ECO HOME BUILDERS FOR CEILING TILE REPLACEMENT AS A PART OF THE COMMUNITY CENTER RENOVATION PLAN

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute an agreement with ECO Home Builders and authorize staff to issue a purchase order to ECO Home Builders in the amount of $45,573, which includes a 10 percent (10%) contingency.
DISCUSSION:
The La Habra Community Center is home to a number of City activities and events, as well as private rentals throughout the year, with thousands of visitors annually. The facility, including the grand ballroom, is showing significant wear and tear in the floors, walls, ceiling, and other areas. As a result, staff created a renovation plan to address the maintenance deficiencies. In anticipation of the renovation plan, staff visited a number of local community centers to evaluate their facilities including flooring, audio/visual components, entry ways, and other aesthetic improvements.
A number of ceiling tiles at the Community Center have significant damage with extensive staining from prior water leaks, dust and debris accumulation, moisture absorption, and damage due to prior repairs. The decades old tiles have exceeded their useful life and routine maintenance and individual tile replacements are no longer sufficient to address these issues. Furthermore, the unsightly ceiling undermines the facility's image, leaving a poor impression on community members, potential renters, and event attendees. A clean, new ceiling will improve the look of the facility and brighten areas by reflecting more light, creating a better environment for the numerous events, classes, and gatherings that are regularly scheduled at the Community Center. This proposed project is an integral part of the larger Community Center renovation project that will be undertaken in November 2025.
Staff solicited and received three bid proposals for ceiling tile replacement as follows:

Staff reviewed the proposals from the three contractors and found that ECO Home Builders to be the lowest responsible bid. Based on the proposed pricing, staff recommends that the City Council approve the replacement of the ceiling tiles at the Community Center as a part of the Community Center Renovation Plan.
FISCAL IMPACT/SOURCE OF FUNDING:
The Community Center Renovation project is included in the approved Fiscal Year 2025-2026 Capital Improvement Program (CIP) with a total approved budget of $500,000, with replacement of ceiling tiles including as one component of the project. The total amount of this proposed portion of the project is $45,573, which includes a 10% contingency, and sufficient funding remains available in the project budget for this cost.
