SUBJECT: DULY NOTICED PUBLIC HEARING TO CONSIDER THE 2019-2020 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) AND AUTHORIZE STAFF TO SUBMIT THE REPORT TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
 

RECOMMENDATION:

That the City Council hold a public hearing to review and approve the 2019-2020 Community Development Block Grant Annual Performance and Evaluation Report (CAPER) and authorize staff to submit the CAPER to the U.S. Department of Housing and Urban Development.

DISCUSSION:

The U.S. Department of Housing and Urban Development (HUD) requires the City to submit a set of annual reports summarizing its activities and expenditures supported through Community Development Block Grant (CDBG) funds.  The set of reports is referred to as the Consolidated Annual Performance and Evaluation Report (CAPER).  Program guidelines require that the CAPER be made available to the public for review, at a minimum, for 15-days. The City of La Habra’s 15-day CAPER review period began November 23, 2020.  Due to the COVID-19 pandemic, this year the 2019-2020 CAPER is due to HUD by December 30, 2020.

The CAPER includes a brief narrative on the actions the City has taken to implement the goals set forth in the Five-Year Consolidated Plan and Annual Action Plan.  The majority of the CAPER consists of reports generated through HUD’s Integrated Disbursement and Information Systems (IDIS).  Throughout the year, staff enters data into IDIS to track activity progress and expenditures. 

Some major accomplishments of the City during the 2019-2020 Fiscal Year include the following:
 
  • Provided support to public services that benefit low-and-moderate income residents, such as providing food, hygiene products, and other daily needs supplies to the homeless or those at risk of becoming homeless;
  • Provided funding to Mercy House Living Center for temporary housing solutions, including shelters and supportive services at Bridges at Kraemer Place;
  • Removed graffiti in low-income areas throughout the City;
  • Continued work on capital projects, including the Brio Park Splash Pad, the City's Alley Improvement Program, and various Residential Rehabilitation Projects;
  • Completed building inspections and lead-based paint and asbestos testing for low-income households as part of the Residential Rehabilitation Program; and
  • Provided funding and support toward public health programs as part of the City's response to the COVID-19 pandemic.
 
On March 16, 2020, the City Council canceled a small amount of FY 2019-2020 projects and programs funded by CDBG, including the following:
  • Code Enforcement activities due to a change in reporting requirements mandated by HUD;
  • Vista Community Clinic (VCC) Application Assistance due to a lack of available funding to hire the requested staff and in ability of VCC to comply with all CDBG administrative requirements;
  • Portola Park Parking Lot program because the project was rescheduled; and
  • Community Services-Youth Sports Grants and Senior Health and Wellness programs due to a change in HUD reporting requirements. 
Residual CDBG funds from canceled projects and programs were reallocated toward funding for two separate capital infrastructure projects, the Loma Verde Parking Lot and Alley Improvement Program, both of which will be completed at a later date.

A total of 44,620 people of low-and-moderate income persons were served by City programs funded by CDBG, which slightly exceeds the goal of 44,589 people to be served during the 2019-2020 Fiscal Year.  The chart below lists all the CDBG programs undertaken during the 2019-2020 Fiscal Year of funded and actual expenditures.

FISCAL IMPACT/SOURCE OF FUNDING:

While the CAPER addresses accomplishments and progress of programs and activities, it also reports expenditures of CDBG funds during the fiscal year.  Expenditures are tracked through IDIS and reported on a Federal Financial Form.  During Fiscal Year 2019-2020 the City expended $1,087,393.14 in CDBG funding programs as outlined above.
