| SUBJECT: | APPROVE AGREEMENT WITH CMA INC DBA CONTRAST MEDIA FOR CUSTOM DESIGN AND FABRICATION ELEMENTS AT THE LA HABRA COMMUNITY CENTER

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute an agreement with CMA INC DBA Contrast Media, pursuant to La Habra Municipal Code Section 4.20.120(A), and authorize staff to issue a purchase order to Contrast Media of Fullerton, California, in the amount of $53,734.68.
DISCUSSION:
The La Habra Community Center is home to a number of City activities and events as well as private rentals throughout the year, with thousands of visitors annually. The facility, including the grand ballroom and lobby, is showing significant wear and tear. The Community Center renovation project addresses deferred maintenance and improvements to outdated spaces, and includes improvements identified by staff and visitors to the Community Center. The project also includes improvements to rental spaces, updated technology, better amenities and overall improved facility conditions. The overall Community Center renovation plan includes flooring replacement, ceiling tile replacement, interior painting, audio and visual upgrades, acoustic panel installation and custom fabrications in the foyer area.
Pursuant to La Habra Municipal Code Section 4.20.120(A), subject to City Council approval, the City is authorized to procure construction services valued at less than $60,000 by negotiated contract. As part of the Community Center renovation project, CMA INC DBA Contrast Media submitted a design proposal to fabricate a unique, artistic and custom design for the foyer to enhance and update the space, especially for facility rental users. The foyer improvements will enable staff and visitors to better utilize the space for events, which will include improved seating and a new reception area. These elements include custom design and fabrication of new lighted display cases, a customized seating section and new framing for the visual monitor. A clean new foyer will dramatically brighten the space and provide a more inviting environment. Contrast Media will also custom build and install new sound-absorbing panels for the grand ballroom to improve the acoustics, especially during large events.
Contrast Media has extensive work experience designing and fabricating similar projects at the Nixon Library and Getty Museum, has experience working on City facilities (City Hall, Children's Museum, Veterans Hall), and City staff were able to negotiate the fee for these services in order to complete the project on time.

FISCAL IMPACT/SOURCE OF FUNDING:
The Community Center Renovation project is included in the Fiscal Year 2025-2026 approved Capital Improvement Program (CIP) with a total adopted budget of $500,000. The total amount of this proposed portion of the renovation plan is $53,734.68, and sufficient funds remain in the project fund for this purpose.
