APPROVE RESOLUTION ADOPTING MEMORANDUM OF UNDERSTANDING WITH THE PROFESSIONAL EMPLOYEES’ GROUP

RECOMMENDATION:


That the City Council APPROVE AND ADOPTION RESOLUTION NO. CC 2025-__ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, ADOPTING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LA HABRA AND THE PROFESSIONAL EMPLOYEES’ GROUP.

DISCUSSION:

The City’s current labor agreement with the Professional Employees’ group will expire on December 31, 2025. The City had previously negotiated with the Professional Employees’ Group, which is comprised of employees funded from state grants, a six-month agreement from July 1, 2025, through December 31, 2025, instead of a one-year agreement due to grant funding marks not being finalized at the time of negotiations. The City received final funding marks from the State and determined the grant funds for this fiscal year were sufficient to maintain the same level of salary and benefits compensation agreed upon in the current agreement without impacting the General Fund. Representatives from the bargaining group and City Administration have met and conferred in good faith regarding salary, benefits, and other terms and conditions of employment. A tentative agreement for a successor Memorandum of Understanding has been reached to continue the same terms in the existing contract for an additional six months, starting on January 1, 2026, and ending on June 30, 2026, subject to City Council approval.

The key fiscal components are as follows:

All other components remain unchanged

FISCAL IMPACT/SOURCE OF FUNDING:

Funding for employees in this bargaining unit are funded through State grants only, which are allocated on an annual basis.
