SUBJECT:
APPROVE ISSUANCE OF A PURCHASE ORDER TO OLATHE FORD SALES, INC FOR THE PURCHASE OF FOUR NEW POLICE PURSUIT VEHICLES

RECOMMENDATION:


That the City Council:
A. Waive formal bid procedures per La Habra Municipal Code Chapter 4.20.070 (C) and utilize the cooperative purchase provision of the contract awarded by The Interlocal Purchasing System (TIPS) contract #240901 for the purchase of four new City vehicles to replace existing stock; and,

B. Authorize the City Manager to issue a purchase order in the amount of $232,752.25 from the Fleet Replacement Fund to Olathe Ford Sales, Inc, of Olathe, Kansas, for the purchase of four new Police Pursuit vehicles to replace existing stock.

DISCUSSION:

City Council had previously approved funds in the adopted FY 2025-26 Fleet Replacement Budget to purchase four new black and white 2026 Police Pursuit SUV vehicles. The four police pursuit vehicles being recommended for replacement meet their replacement criteria of four years of service and 90,000 miles or more.

Current police vehicles recommended for replacement are:
  • Unit # 2133 - 2015 Ford Pursuit Explorer, current mileage 102,103
  • Unit # 2170 - 2015 Ford Pursuit Explorer, current mileage 102,838
  • Unit # 2171 - 2015 Ford Pursuit Explorer, current mileage 107,967
  • Unit # 2185 - 2015 Ford Pursuit Explorer, current mileage 94,879
Staff reviewed the current TIPS contract #240901 with Olathe Ford Sales, Inc. of Olathe, Kansas. This contract was based on a formal bid process and provides pricing for the purchase of the new police pursuit vehicles and civilian vehicles that meet City specifications. Staff contacted other Ford dealerships in the Southern California region to compare pricing and found that the Olathe Ford quote was lower than what local dealerships could provide. It should be noted that the Olathe Ford competitive quote includes shipping costs and an eight-year warranty for each of the four vehicles.

FISCAL IMPACT/SOURCE OF FUNDING:

The City Council adopted FY 2025-26 Fleet Replacement Budget cost center 600871-85006 (Vehicles) allocated $360,000 for the purchase of four new Police vehicles and new police vehicle equipment. The $232,752.25 quote provided by Olathe Ford Sales, Inc. for the purchase of these four Police vehicles is within the budgeted amount allocated in the FY 2025-26 adopted budget, and consistent with TIPS competitively bid contract pricing.
