APPROVE COMMUNITY PROJECT FUNDING FOR THE OC LOOP SEGMENT A PROJECT

RECOMMENDATION:


That the City Council:
A. Accept and allocate $3,000,000 of Community Project Funding/Congressionally Directed Spending (CPFCDS) grant funds; and, 

B. Approve an appropriation of $344,100 from available, unencumbered Gas Tax funds as the required local match of funds for this project.

DISCUSSION:

With the assistance of the Orange County Transportation Authority (OCTA), the City was allocated $3,000,000 of Community Project Funding/Congressionally Directed Spending (CPFCDS) grant funds from the Federal Highway Administration (FHWA) for the OC Loop - Segment A and B project in the cities of La Habra and Brea.  The OC Loop - Segment A and B earmarked funds are specifically for the Union Pacific Rail Line Bikeway Project along the OC Loop Segment A in the City of La Habra.

Once approved by City Council and fully funded, the La Habra Union Pacific Rail Line Bikeway Project will construct a Class I bikeway, which is a paved right-of-way for bicyclists and pedestrians completely separated from a street, along the Union Pacific Railroad (UPRR) right-of-way from the La Habra west City limits to the La Habra east City limits. An estimated 3.1 miles of bikeway path along the northern edge of the UPRR right-of-way would connect the City of Whittier to the City of Brea through La Habra and then to the larger Orange County bikeway network (66-mile OC Loop). The right-of-way acquisition is for the northern 15 feet of right-of-way from Union Pacific Railroad along the project route. The total estimated cost for the right-of-way easement acquisition is estimated at $11,000,000.  

Staff recommends that the City Council approve the acceptance and allocation of the $3,000,000 in CPFCDS grant funds to help fund the right-of-way easement acquisition cost for this project. If so approved, the CPFCDS grant funds require an 11.47 percent local match of funds. Staff recommends the City Council also approve an appropriation of $344,100 from available, unencumbered Gas Tax funds that are eligible for use as the City's local match for this project. 

FISCAL IMPACT/SOURCE OF FUNDING:

If City Council approves the acceptance of this grant, the City will be awarded $3,000,000 to help fund the right-of-way easement from UPRR; however, the grant will also require the City to provide a local match of funds for this project in the amount of approximately $344,100. Staff recommends that the City Council approve the acceptance of the grant and appropriate $344,100 from available, unencumbered Gas Tax funds that are eligible as local match for this project.
