| SUBJECT: | APPROVE AWARD OF CONTRACT TO TITANS GROUP CORPORATION FOR CHILDREN'S DEVELOPMENT ROOF REPLACEMENT AT 1440 WHITTIER BOULEVARD, CITY PROJECT NO. 1-B-26

RECOMMENDATION:
That the City Council:
A. Approve the Project Plans and Specifications for the Children’s Development Roof Replacement at 1440 Whittier Boulevard, City Project No. 1-B-26;
B. Award a construction contract to Titans Group Corporation, of Escondido, California, for construction of the Children’s Development Roof Replacement at 1440 Whittier Boulevard, City Project No. 1-B-26, in the amount of $96,200 and reject all other bids;
C. Authorize the City Manager to execute an Agreement with Titans Group Corporation, and authorize staff to issue a purchase order to Titans Group Corporation in the amount of $96,200; and authorize a 20% contingency of $19,240; for a grand total of $115,440;
D. Authorize staff to retain Willdan Engineering for construction management services funded from the City of La Habra Engineering Division's existing On-Call Consultant Agreement to oversee construction of the project, in the amount not to exceed $13,104;
E. Approve an appropriation of $96,200 from the California State Preschool Contract Grant Fund to fully fund the cost of this project; and
F. Approve an appropriation of $19,240 of General Capital Project Funds to Fund the Cost of Construction Contigency for this Project.
DISCUSSION:
The La Habra Child Development Center, located at 1440 Whittier Boulevard, is a City-owned facility that provides classroom space designed for children to develop and enhance their social skills. The facility is currently vacant, as all children and staff were temporarily relocated to other sites in anticipation of construction activity to replace the building's roof. In recent years, the roof has experienced normal wear and tear and has undergone several repairs; however, staff now recommends a full roof replacement to ensure long-term functionality for the building. If approved by Council, staff anticipates being able to complete the project on a time from that would allow the facility to reopen by the end of spring, but no later than June 30, 2026, in order to meet the funding deadline set forth in the state grant funding.
The proposed scope of work includes the removal and legal disposal of the existing roofing system and underlayment, followed by the installation of new shingles, underlayment, wood components, rain gutters, fascia board, and other related improvements.

Following an evaluation of the proposals, staff determined that the bid submitted by Titans Group Corporation constitutes the lowest responsive and responsible bid. Staff has reviewed the contractor's references and confirmed satisfactory performance on similar projects completed in the school districts of San Diego, Escondido, and the City of Calimesa. Titans Group Corporation currently holds a valid contractor's license and has no record of significant change order issues on previous projects. Staff recommends awarding the construction contract to Titans Group Corporation for $96,200, and including a 20 percent contingency for a total of $115,440 to address any unforeseen conditions that may arise during construction. Furthermore, staff recommends that the construction management for this project be performed by Willdan Engineering, the City's on-call consultant. The total project cost, including contingency, construction and construction management, is estimated at $128,544.
FISCAL IMPACT/SOURCE OF FUNDING:
All funding for the City's Child Development Division is secured through state grants managed by the Department of Education and the Department of Social Services. The estimated cost for the roof replacement including construction and construction management is $109,304. If additional construction work is identified during the project, staff will seek the necessary supplementary funding from the state before proceeding with any extra tasks. Since state grant funding does not permit contingent costs at the time of award, any additional work deemed necessary once the project begins will require the construction contingency to be funded through the City's General Capital Fund. In the event that this contingency is utilized, staff will submit a supplemental funding request to the state for any extra work undertaken in an effort to minimize or avoid the use of General Capital Project Funds.
The construction costs and project management expenses will include provisions for unforeseen contingent expenses and may be offset by subsequent state grant funding, as those costs are determined during the project. According to state grant funding guidelines, all grant funds for this project must be fully expended, and the project must be completed, by or before June 30, 2026.
