APPROVE AN UPDATED LEASE AGREEMENT WITH THE LA HABRA OLD SETTLERS HISTORICAL SOCIETY

RECOMMENDATION:


That the City Council approve and authorize the City Manager to execute an updated lease agreement with the La Habra Old Settlers Historical Society. 

DISCUSSION:

In 2021, the City purchased an existing commercial building at the property located at 211 South Euclid Street. The acquisition plan for this location included a remodel and tenant improvements for the La Habra Historical Museum to relocate from its current site at 215 East La Habra Boulevard. The intent for this transition is to provide the La Habra Historical Museum with a much more visible site, well-situated within the City's proposed Museum and Cultural Arts District footprint along Euclid Street. The newly renovated building will also include office space for City Recreation Division staff, as well as the City's Animal Control Services Division. 

The La Habra Historical Museum serves as a center for gathering, preserving, and interpreting significant artifacts of the City's past, including photos, charts, maps and books, for the purpose of retaining, educating and developing an appreciation of La Habra's rich and diverse history. Its mission is to enhance the knowledge of La Habra's history by providing attractive and accessible exhibits and related programs emphasizing the understanding of the many historical eras in the community's history and its development. The La Habra Old Settlers Historical Society President served on the City's Centennial Celebration Committee in 2025 and was instrumental in providing photos and historical information for the Images of La Habra book. 

The updated lease agreement includes an initial five-year term limit from April 20, 2026, through April 20, 2031, and may be renewed in writing at least 30 days prior to the expiration date, for two additional five (5) year terms. The City Council may deny the Lessee's request for a Renewal Term by a 4/5ths vote of the City Council. The La Habra Old Settlers Historical Society must be in compliance with all terms of the lease agreement in order to qualify for a Renewal Term. If approved by City Council, the La Habra Old Setters Historical Society will pay rent for the facility in the total amount of one dollar ($1.00) annually, due on September 1 of each year. 

FISCAL IMPACT/SOURCE OF FUNDING:

The City will continue to pay for general landscape maintenance, utilities and weekly janitorial expenses. The La Habra Old Settlers Historical Society will pay for mandatory insurance coverage, taxes, possessory interest fees, internet connection costs and any other expenses associated with the use of the facility.
