| SUBJECT: | APPROVE AWARD OF CONTRACT TO HEAVY & SOLID METAL FABRICATION, LLC FOR THE INSTALLATION OF A CHAIN LINK FENCE AT VIN SCULLY CENTENNIAL PARK, CITY PROJECT NO. 2-P-26

RECOMMENDATION:
That the City Council:
A. Waive the formal bidding requirements per La Habra Municipal Code Chapter 4.20.120 (A);
B. Award a construction contract to Heavy & Solid Metal Fabrication, LLC of Riverside, California, for the installation of a chain link fence at Vin Scully Centennial Park, City Project No. 2-P-26, in the amount of $49,200, and reject all other bids;
C. Authorize the City Manager to execute an agreement with Heavy & Solid Metal Fabrication, LLC and authorize staff to issue a purchase order to Heavy & Solid Metal Fabrication, LLC in the amount of $54,120, which includes a ten percent (10%) contingency, for the installation of a chain link fence at Vin Scully Centennial Park; and
D. Approve an appropriation of $54,120 from unencumbered Refuse Fund monies to fully fund the cost of this project.
DISCUSSION:
On November 8, 2025, Vin Scully Centennial Park opened to the public following several years of design and planning, along with approximately 18 months of construction. The slope adjacent to Idaho Street and the Coyote Creek watershed tributary along the northwest edge of the park remains open and unrestricted, allowing public access. Staff recommends the installation of 1,000 linear feet of chain link fencing to restrict access to this portion of the park to prevent excess erosion of the landfill cap along this area, as well as to enhance patron safety. The proposed fence would begin at the southwest side of the park and extend north along the top of the slope, connecting to the existing dog park fencing. Additionally, a separate fence would be installed between the dog park and the existing condominium complex wall on the east side of the park to restrict access to that unimproved area of the property.

After reviewing the project proposals, staff recommends issuing a purchase order to the lowest apparent bidder, Heavy & Solid Metal Fabrication, LLC, for the installation of a chain link fence at Vin Scully Centennial Park. Heavy & Solid Metal Fabrication, LLC has successfully completed similar projects in the City, including the installation of the pickleball fence at Vin Scully Centennial Park. Therefore, staff recommends that the City Council authorize the City Manager to execute an agreement and issue a purchase order to Heavy & Solid Metal Fabrication, LLC for the installation of the chain link fence, and approve an appropriation from available Refuse Fund resources, in the amount of $54,120, to fully fund the project.
FISCAL IMPACT/SOURCE OF FUNDING:
There are unencumbered Refuse Fund resources available for this project. Staff recommends that $54,120 be appropriated from the Refuse Fund to fully cover the costs associated with the installation of a chain link fence at Vin Scully Centennial Park. Any project savings or unused contingency will be returned to the Refuse Fund for future appropriation at the end of the project.
