Item No. 9.
MEETING DATE: 06/15/2026

TO: HONORABLE MAYOR AND COUNCILMEMBERS

FROM: JIM SADRO, CITY MANAGER
By:  Elias Saykali, Public Works Director

SUBJECT:
APPROVE AWARD OF CONTRACT TO AMTECH ELEVATOR SERVICES FOR REPAIRS, MODERNIZATION AND EQUIPMENT UPGRADES FOR THE POLICE STATION ELEVATOR, CITY PROJECT NO. 6-B-26

RECOMMENDATION:

That the City Council:
A. Waive formal bid procedures per La Habra Municipal Code Section 4.20.170 (A) Emergency Work and utilize informal bidding procedures;

B. Award a construction contract to AMTECH Elevator Services of Cerritos, California, for the Modernization and Equipment Upgrade of the La Habra Police Department Elevator, City Project No. 6-B-26, at the Police Station located at 150 North Euclid Street, La Habra; and,

C. Authorize the City Manager to execute an agreement with AMTECH Elevator Services, and authorize staff to issue a purchase order to AMTECH Elevator Services in the amount of $243,600, which includes a twenty percent (20%) contingency, for the repairs, modernization and equipment upgrades for the Police Station elevator.

DISCUSSION:

The La Habra Police Department currently has one elevator in operation that services two levels within the police station. The elevator provides access to the basement level, which houses police locker rooms, a break room, special investigations offices, an evidence room and various utility rooms. The main upper floor houses police administration, the main police department lobby for public access, the records division, offices for traffic enforcement and detectives, a briefing room, and the City jail. The elevator that is currently in operation has certain mechanical parts and systems that are more than 50 years old and are no longer in production; therefore, any failure of these critical components will likely render the elevator unusable for an extended period of time. In order to prevent this possibility, staff solicited a request for proposals from qualified contractors to overhaul and modernize the elevator to current standards and replace obsolete parts. This project would include new controllers, a battery powered emergency rescue unit, a new main power unit, code complaint cab operating panels, and an overhaul of the door operating system and cabin interior. This project will also include updates to bring the elevator up to modern safety standards, such as a phone inside the elevator cab in case of an emergency.

Staff solicited bids from two elevator vendors, with results as follows:
No.  Contractor Bid Price
1. AMTECH Elevator Services $203,000.00
2. TKE Elevator Corporation $204,090.87

After reviewing the project proposals, staff recommends awarding the project to AMTECH Elevator Services for the amount of $203,000. AMTECH Elevator Services has successfully completed elevator modernization projects throughout Southern California, and successfully completed the elevator cylinder replacement several years ago for the City Hall elevator. AMTECH also currently provides elevator maintenance services for the City Hall elevator. Staff has reviewed their references and found them to be acceptable, with no records of excessive change orders. Furthermore, staff recommends authorizing a twenty percent (20%) contingency for the project to address any unforeseen issues during the course of the elevator modernization and authorizing the issuance of a purchase order in the amount of $243,600.00, which includes the recommended 20% contingency for this project.

AMTECH Bid Price $203,000.00
20% Contingency $40,600.00
Total Purchase Order Amount $243,600.00

Since the police station is a critical operation in the City of La Habra and is considered an essential service for public safety and emergency response, staff is recommending that the City Council waive formal bid procedures per La Habra Municipal Code Section 4.20.170 (A) and classify this work as emergency work. The police station is a 24/7/365 operation and the elevator is used daily at the police station by staff to move records and equipment, and to conduct police business. Since the elevator has the potential to suddenly become inoperable, and considering the time it would take to coordinate with a contractor to make emergency repairs should such a failure occur, staff is recommending preemptive modernization efforts.

FISCAL IMPACT/SOURCE OF FUNDING:

This proposed project has an approved budget of $750,000 in the adopted FY 25-26 municipal budget. The proposed FY 26-27 budget has adjusted the estimated cost for this project to $250,000, which will be sufficient to fund the anticipated cost of the project, including the twenty percent (20%) contingency.
