That the City Council:
A.  Approve the Notice of Completion for the Child Development Center Roof Replacement at 1440 West Whittier Boulevard, City Project No.1-B-26, and authorize staff to submit the Notice of Completion for recordation; 

B.  Approve a budget appropriation of $2,049.84 from the State CSPP Grant balance to provide sufficient funds to complete this project; and,

C.  Authorize staff to increase the existing purchase order for this project from $115,440 to $117,489.84. 

On April 20, 2026, the City Council awarded a construction contract to Titans Group Corporation, of Escondido, California in the amount of $115,440, which included a twenty percent (20%) contingency for the roof replacement project at the Child Development facility located at 1440 West Whittier Boulevard. The project entailed the installation of a new roofing system, complete with insulation to maintain a cooler environment within the facility during the summer months.

During construction, the contractor encountered unforeseen decking damage and the entire roof deck needed to be replaced. Staff also needed to complete this project by June 30, 2026 to receive full reimbursement from the state and as a result, there was a need to change the insulation system due to the excessive lead times on the system. The new insulation system that was readily available and needed to be used also  had a higher insulation value (R-15) compared to the original insulation system of (R-5), which resulted in a higher cost. The higher insulation value provides better cooling during the summer and allows for more efficient use of the cooling systems in the building. The total project cost increased to $117,489.84, or $2,049.84 more than the approved project budget of $115,440. 

City Staff conducted a final inspection and confirmed that all work was completed in accordance with the project plans, specifications, and standards of the City of La Habra. Following City Council acceptance of the project, staff will file a Notice of Completion (Attachment 1) for recordation at the Orange County Clerk-Recorder's office.

The 1440 West Whittier Boulevard re-roof project had a total approved budget of $115,440. The project is fully funded by a state CSPP grant. Staff is requesting an additional appropriation of $2,049.84 of available CSPP grant funds to fully fund the final project costs. Staff applied for, and received, state approval for the additional appropriation of $2,049.84 for this project. The total construction cost $117,489.84 is fully funded by state CSPP grant; therefore, there is no impact to the General Fund.
