DISCUSSION:

The City’s current labor agreements with three of its employee bargaining groups will expire on June 30, 2026.  Representatives from the bargaining groups and City Administration have met and conferred in good faith regarding salary, benefits, and other terms and conditions of employment. The bargaining unit representing the City's Field Services (Field Services) employees, the La Habra Municipal Employees Group, has agreed to a new labor agreement with a four-year term starting on July 1, 2026, and ending on June 30, 2030. The Professional Employees Group (Professional), which consists of employees working in the City's Child Development division, funded from state grants, agreed to a one-year contract term, starting on July 1, 2026, and ending on June 30, 2027. PROFESSIONAL EMPLOYEES GROUP
At the time of negotiations with the Professional Employees Group, which is composed of staff in the City's grant funded Child Development Division, the City had not yet been notified by the State what the FY 26-27 grant funding marks would be, or what enrollment levels would be necessary for the City to be able to secure full annual grant funding. As a result, the City only negotiated for one-time compensation amounts that would be paid for, if approved, from FY 25-26 remaining available grant funds. The City and Professional group agreed to continue the existing labor agreement and reopen the agreement once the necessary financial and enrollment data is made available by the state.

There is a re-opener to continue negotiations once grant funding and enrollment data is provided by the state. The following items will be subject to negotiation:

                        - Salary COLAs
                        - Cafeteria Health Insurance Contributions

One-Time Compensation
  • Prior to June 30, 2026, the City will provide a one-time lump sum payment of eight percent (8%) of base annual pay from grant funds to all full-time employees. Terms are below:
    • Employees must still be employed by the City as of June 30, 2026
