Item No. 6.
MEETING DATE: 06/15/2026

TO: HONORABLE MAYOR AND COUNCILMEMBERS

FROM: JIM SADRO, CITY MANAGER
By:  Jeff Henderson, Senior Management Analyst

SUBJECT:
APPROVE ISSUANCE OF A PURCHASE ORDER TO PUENTE HILLS FORD FOR THE PURCHASE OF TWO (2) NEW ELECTRIC TRUCKS FOR THE PUBLIC WORKS WATER DIVISION

RECOMMENDATION:

That the City Council authorize the City Manager to issue a purchase order in the amount of $139,373.30 to Puente Hills Ford of Puente Hills, California, for the purchase of two (2) new electric trucks for the Public Works Water Division.

DISCUSSION:

The City Council has approved funding in the adopted Fiscal Year 2025-26 Water Operations Budget for the purchase of new water service vehicles. Staff has secured pricing for two new fully electric Ford F-150 Lightning trucks through a direct purchase from a local dealership. These vehicles meet the applicable California Air Resources Board (CARB) Advanced Clean Fleet (ACF) regulations.

Currently, Ford has not released the order date for 2027 model year F-150 Lightning vehicles; therefore, dealerships are unable to place new orders or guarantee future models will meet CARB ACF requirements, including applicable weight capacity standards. Due to current availability constraints, public agencies are limited to purchasing available inventory from local dealerships for model years 2024 through 2026.

The fully electric base model Ford F-150 Lightning available through Puente Hills Ford meets the City’s operational specifications and complies with CARB ACF requirements. If this recommended purchase is approved by City Council, the first vehicle will be added to the Water Division fleet to support operational needs and provide an additional service vehicle. The second vehicle will replace Unit #3104, a 2018 Ford F-150 currently assigned to the Water Division. Unit #3104 has exceeded the City’s established replacement criteria of six years and 100,000 miles, with 112,142 miles currently recorded.

Staff obtained informal quotes from three dealerships. Puente Hills Ford provided the lowest responsive quote meeting the City’s specifications. The quote includes an extended bumper-to-bumper warranty for eight years or 100,000 miles with a zero-dollar deductible. The vehicles are available for immediate delivery to the City.

The price quotes to purchase both vehicles were as follows:

Dealership Total Base Price
Puente Hills Ford $139,373.30
Ken Grody Ford $139,633.12
Olathe Ford Sales Declined bid

FISCAL IMPACT/SOURCE OF FUNDING:

The City Council adopted FY 2025-26 Water Operations Budget cost center 500861-85006 (Vehicles) allocated $160,000 for the purchase of new vehicles. Additionally, the Fleet Replacement Budget has $39,346.24 available to put towards the replacement vehicle. The $139,373.30 quote provided by Puente Hills Ford for the purchase of these two vehicles is within the budgeted amount allocated in the FY 2025-26 adopted budget.  No additional General Fund allocation is being requested, as there are sufficient budgeted funds available for the purchase of the vehicles.
