TO: HONORABLE MAYOR AND COUNCILMEMBERS

FROM: JIM SADRO, CITY MANAGER
By:  Kim Albarian, Acting Director of Community Services

SUBJECT:
APPROVE THE PURCHASE OF OUTDOOR PLAY EQUIPMENT AND FURNITURE FOR THE LA HABRA CHILD DEVELOPMENT PROGRAM

RECOMMENDATION:

That the City Council:
A. Approve the purchase of outdoor play equipment and furniture for the Child Development Program's grant-funded California State Preschool (CSPP) program;

B. Approve a one-time expense of $67,870.96 from the California State Preschool grant (CSPP) to fund the purchase; and,

C. Authorize staff to process a purchase order to Community Playthings located in Ulster Park, New York, in the amount of $67,870.96.

DISCUSSION:

The Child Development's outdoor play areas at its child care facilities are heavily used and provide essential learning environments that support the developmental needs of preschool-age children. The existing outdoor play equipment and furniture have reached the end of their useful life and require replacement to maintain safe, functional, and engaging spaces for children participating in the California State Preschool Program (CSPP).

The proposed replacement of this equipment will enhance the quality of the learning environment by providing age-appropriate spaces that encourage physical activity, imaginative play, social interaction, collaboration, and cognitive development. Outdoor learning environments are a critical component of early childhood education and contribute to children’s physical health, emotional well-being, self-regulation, and overall development.

If approved by City Council, the new outdoor play equipment will be installed at two City-owned child care facilities; the Whittier Preschool located at 1440 West Whittier Boulevard and the Child Development Main office located at 215 North Euclid Street, both of which serve children enrolled in the CSPP program. The improvements will ensure these facilities continue to provide safe, accessible, and high-quality educational environments for preschool students.

City staff solicited proposals for replacement furniture for both locations and received three bids, as indicated below:

1. Community Playthings  $67,870.96
2. Lakeshore $83,884.57
3. KAPLAN $95,041.73

The lowest responsive proposal was submitted by Community Playthings in the amount of $67,870.96. An Equipment Purchase Approval Request (EPAR) was submitted to and approved by the California Department of Education (CDE), allowing the purchase to be funded through available CSPP grant funds. In accordance with CSPP grant funds, and if approved by City Council, the purchase and delivery of the playground equipment will be completed by the June 30, 2026, deadline.

Staff recommends approval of the purchase and authorization for staff to issue a purchase order to Community Playthings.

FISCAL IMPACT/SOURCE OF FUNDING:

The total cost for the outdoor play equipment and furniture is $67,870.96. If approved by City Council, the purchase will be funded through available California State Preschool Program (CSPP) grant funds. There is no impact to the General Fund.
