| TO: | HONORABLE MAYOR AND COUNCILMEMBERS |
| FROM: | JIM SADRO, CITY MANAGER By: Kim Albarian, Director of Community Services |
| SUBJECT: | APPROVE AMENDMENT #1 TO THE SUBLICENSE AGREEMENT FOR PROGRAM YEAR 2025-2026 WITH AMERICA WORKS OF CALIFORNIA, INC. FOR THE CITY'S GRANT FUNDED COUNTYWIDE EMPLOYMENT AND TRAINING PROGRAM
|
RECOMMENDATION:
That the City Council approve the First Amendment to the Sublicense Agreement for Program year 2025-2026 with America Works of California, Inc., for the City's grant-funded countywide Employment and Training Program, and authorize the City Manager to execute the agreement.
DISCUSSION:
The City of La Habra’s Employment & Training program, through a County of Orange grant, operates offices at multiple locations throughout the county. The program’s main office and primary service location is in the Orange County Workforce Solutions Center, located at 675 Placentia Avenue in Brea.
On April 7, 2025, the City entered into a sublicense agreement with America Works of California Inc., the operator of the building, for use of office space for Fiscal Year 25/26. The agreement established a monthly rental rate based on the square footage utilized by the program, for a total annual lease cost of $196,817.16, which is fully funded by grant funds. Over the past program year, the County contracted with additional partners who began utilizing portions of the shared space at the facility, which reduced the rental costs allocated to the City’s grant-funded program. On June 1, 2026, America Works of California, Inc. provided an updated sublicense agreement reflecting a revised rent calculation, applied retroactively to July 2025, to align costs with actual facility usage. The revised calculation of $185,079.29 for the year has resulted in a net savings of $11,737.87 to the program. Staff recommends that the City Council approve and authorize the CIty Manager to execute the amended sublicense agreement to realize these lease savings.
