That the City Council:
A.  Approve Plans and Specifications for Annual Sidewalk and Curb Access Ramp Improvements Fiscal Year 2019-2020, City Project No. 6-R-19; and

B.  Award construction contract for Annual Sidewalk and Curb Access Ramp Improvements Fiscal Year 2019-2020, City Project No. 6-R-19, to CJ Concrete Construction, Inc., of Santa Fe Springs, California in the amount of $240,372 and reject all other bids; and

C.  Approve and authorize the City Manager to execute an agreement with CJ Concrete Construction, Inc., of Santa Fe Springs, California in the amount of $240,372; and authorize staff to issue a purchase order to CJ Concrete Construction, Inc., of Santa Fe Springs, California in the amount of $264,409.20, which includes a 10 percent contingency.

The proposed Annual Sidewalk and Curb Access Ramp Improvements Fiscal Year 2019-2020 Project shall consist of, but not be limited to: Mobilization and Demobilization, Preparation and Implementation of Storm Water Best Management Practices, Traffic Control, Safety and Cleanup, Construction Staking and Monument Perpetuation, Removal and Construction of PCC Sidewalks, Curbs, Gutters and Driveways, Pavement, Root Pruning, and all incidental work so indicated on the plans, specifications and tables, and required for the proposed improvements.
 
On Thursday, December 3, 2020, the City received eleven bids with the following results:
 

CJ Concrete Construction, Inc., submitted the lowest responsible bid in the amount of $240,372, which is approximately 20 percent lower than the Engineer's estimate of $302,524.  In addition, the references for CJ Concrete Construction, Inc., have been checked and were found to be satisfactory.  CJ Concrete Construction, Inc., has completed similar projects for the cities of Orange, Cerritos, and Costa Mesa. There was no record of excessive change order requests from this Contractor, and they maintain a valid Contractor's License.
