| SUBJECT: | AUTHORIZATION FOR THE ISSUANCE OF A PURCHASE ORDER TO WONDRIES FLEET GROUP, ALHAMBRA, CALIFORNIA, IN THE AMOUNT OF $234,263 FOR SIX NEW 2021 FORD POLICE INTERCEPTOR UTILITY VEHICLES TO REPLACE EXISTING VEHICLES |
RECOMMENDATION:
That the City Council:
A. Waive formal bid procedures per La Habra Municipal Code Section 4.20.050 (C) and utilize the cooperative purchase provision of the contract awarded by Sourcewell, also known as National Joint Powers Alliance (NJPA) master vehicle contract #120716-NAF, for the purchase of six new 2021 Ford Police Interceptor utility vehicles to replace existing vehicles; and
B. Authorize City Manager to issue a purchase order in the amount of $234,263 from the Fleet Replacement Fund to Wondries Fleet Group, Alhambra, California, for the purchase of six new 2021 Ford Police Interceptor utility vehicles.
DISCUSSION:
City Council has approved funds in the adopted Fiscal Year 2020-2021 Fleet Replacement Budget to purchase vehicles, including six new 2021 Ford Police Interceptor utility vehicles. If approved, three new police interceptor vehicles would be used to replace the vehicles listed below that are currently in use by the Police Department, but that either have or will soon meet or exceed their replacement criteria of four years in service and 90,000 miles. The three remaining new police interceptor vehicles will be outfitted and remain in reserve until an existing police unit meets the replacement criteria or needs to be replaced due to damage that is beyond reasonable repair.
The existing police interceptor vehicles being recommended for immediate replacement are:
Staff reviewed the current Sourcewell / NJPA master vehicle contract #120716-NAF with Wondries Fleet Group and requested competitive pricing for these replacement vehicles. This contract was based on a formal bid process and provides pricing for the purchase of the new Police interceptor vehicles and civilian vehicles that meet the City's specifications.
The existing police interceptor vehicles being recommended for immediate replacement are:
- Unit # 2172 - a model year 2011 Crown Victoria sedan, with current mileage of 87,513
- Unit # 2173 - a model year 2008 Crown Victoria sedan, with current mileage of 93,479
- Unit # 2177 - a model year 2011 Crown Victoria sedan, with current mileage of 98,061
Staff reviewed the current Sourcewell / NJPA master vehicle contract #120716-NAF with Wondries Fleet Group and requested competitive pricing for these replacement vehicles. This contract was based on a formal bid process and provides pricing for the purchase of the new Police interceptor vehicles and civilian vehicles that meet the City's specifications.
FISCAL IMPACT/SOURCE OF FUNDING:
The City Council approved and adopted the Fiscal Year 2020-2021 Fleet Replacement Budget cost center 177101-8916 (Vehicles) which allocated $300,000 for the purchase of six new 2021 Ford Police Interceptor utility vehicles and new police vehicle equipment. The $234,263 quote provided by Wondries Fleet Group for the purchase of these six vehicles is within the budgeted amount allocated in the Fiscal Year 2020-2021 adopted budget and consistent with the Sourcewell / NJPA contract pricing.
