That the City Council:
A.  Approve Plans and Specifications for the Annual Parking Lot Resurfacing Fiscal Year 2019-2020 (Oeste Park), City Project No. 1-P-20; and

B.  Award a construction contract for the Annual Parking Lot Resurfacing Fiscal Year 2019-2020 (Oeste Park), City Project No. 1-P-20 to J B Bostick Company, Inc., of Anaheim, California, in the amount of $41,373.70 and reject all other bids; and

C.  Authorize the City Manager to execute an agreement with J B Bostick Company, Inc., of Anaheim, California, in the amount of $41,373.70 and authorize staff to issue a purchase order to J B Bostick Company, Inc., of Anaheim, California, in the amount of $45,511.07, which includes a 10 percent contingency.

City Council Adopted the Capital Improvement Program (CIP) for the Fiscal Year 2019-2020 on June 15, 2020.  One of the projects included in the CIP is the Annual Parking Lot Resurfacing, Fiscal Year 2019-2020 (Oeste Park).  The project's scope of work consists of, but is not limited to:  mobilization, preparation and implementation of Storm Water Best Management Practices; traffic control; excavation, pavement grinding, and asphalt concrete paving; pavement reconstruction; removal and construction of curb ramps, drive approaches and sidewalks; striping and markings; and all associated work as identified on the construction drawings.
The design of project Plans, Specifications, and Estimate (PS&E) package was initiated in September 2020, and after multiple reviews, PS&E was completed in January 2020 and advertised for construction bids.  A total of 14 bids were recieved, with the following results:

After reviewing the bid proposals, it was determined that J B Bostick, Inc., submitted the lowest responsible bid, in the amount of $41,373.70, which is approximately 39.2 percent lower than the Engineer’s estimate of $68,068.00.  In addition, J B Bostick Company, Inc., references have been reviewed and found to be satisfactory. J B Bostick Company, Inc., maintains a valid contractor's license and has completed similar projects for the Temecula Unified School District, Moreno Valley Unified School District, and Lake Elsinore Unified School District.  There has been no record of excessive change order requests from the Contractor.

Veterans Engineering Services, Inc.’s bid contained a discrepancy due to a clerical math error and was disqualified.  The bid specification has language regarding the resolution of such a discrepancy.  This caused their total bid amount to be substantially higher than what was originally submitted.

This project is included in the General Project Capital Fund Budget for Fiscal Year 2020-2021 in the amount of $100,000, which will provide sufficient funds needed to complete this Project.
