Item No. 3.
| MEETING DATE: August 3, 2020 |
|
| TO: | HONORABLE MAYOR AND COUNCILMEMBERS |
| FROM: | JIM SADRO, CITY MANAGER By: Rob Ferrier, Assistant to the City Manager |
| SUBJECT: | DESIGNATION OF VOTING DELEGATE AND ALTERNATES TO THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE |
RECOMMENDATION:
That the City Council designate a voting delegate and up to two alternate voting delegates to attend the League of California Cities (LOCC) Annual Conference which, due to the COVID-19 pandemic, will be a virtual on-line only event this year, occurring on October 7 through October 9, 2020.
DISCUSSION:
Each year the LOCC holds an annual conference. Due to the COVID-19 pandemic this year's conference, which had been scheduled to take place at the Long Beach Convention Center, will occur as a "virtual event" from October 7 to October 9, 2020. The LOCC Annual Business Meeting will occur on Friday, October 9th, at which time member cities will consider and vote upon any potential resolutions that establish League policy (the resolutions are being drafted by LOCC and will be presented to the City Council for consideration and voting direction to the chosen delegate/alternate(s) at a future City Council meeting).
In order to cast a vote during the Annual Business Meeting, the City Council must first designate a voting delegate from its members. Each city may also appoint up to two alternate voting delegates, one of whom may vote in the event the designated voting delegate is unable to serve in that capacity (Attachment 1). The voting delegate and alternate(s) must be in attendance to cast the City’s vote.

FISCAL IMPACT/SOURCE OF FUNDING:
None. The City's Fiscal Year 2020-21 adopted budget includes funding for each council member to attend the LOCC Conference should they so desire.
GENERAL PLAN RELEVANCE:
ED 8.1 – 9.3
