SUBJECT: APPROVE AND AUTHORIZE EXECUTION OF AMENDMENT NO. 1 TO COOPERATIVE AGREEMENT NO. C-6-1415 WITH THE ORANGE COUNTY TRANSPORTATION AUTHORITY (OCTA) FOR PROJECT V COMMUNITY-BASED TRANSIT/CIRCULATORS EXTENDING THE LA HABRA SPECIAL EVENT SHUTTLE SERVICES (PROJECT NO. 16-OCTA-CBT-3835) FOR 33 MONTHS UNTIL DECEMBER 31, 2023

RECOMMENDATION:


That the City Council approve Amendment No. 1 to Cooperative Agreement No. C-6-1415 with the Orange County Transportation Authority (OCTA) for Project V Community-Based Transit/Circulators extending the La Habra Special Event Shuttle Services (Project No. 16-OCTA-CBT-3835) for 33 months until December 31, 2023.

DISCUSSION:

City of La Habra and Orange County Transportation Authority (OCTA) staff have been in discussions regarding the continuation of special event shuttle services for three large community special events in La Habra, specifically the 4th of July Spectacular, the La Habra Tamale Festival, and the La Fiesta at Our Lady of Guadalupe Church.  Each of these events bring in hundreds of visitors and vehicles, increasing both pedestrian and vehicle traffic, with a limited amount of parking spaces available.  If approved, the funds will facilitate the continuation of services that allow for offsite parking and shuttle services from the La Habra Marketplace Shopping Center and La Bonita Park during operations of each of these special events.    

Cooperative Agreement C-6-1415 defines the roles and responsibilities related to funding between the City of La Habra and the shuttle service provider, which is defined in the project description provided by the City in its application. The City is requesting the extension of this grant to allow for a continuation of the current shuttle service while staff works on a Request for Proposal process for a new shuttle service provider in accordance with the requirements of the OCTA call for projects for a seven-year grant extension.

FISCAL IMPACT/SOURCE OF FUNDING:

The OCTA Board of Directors has approved funding for the project through Project V in an amount not-to-exceed $96,810 for a 7-year term, which includes a 2.5% annual inflation escalator.  Pursuant to the agreement, if approved, the City will agree to provide a 10 percent local match of up to $9,681 over the life of the grant which will be apportioned equally among each of the special events that utilize the shuttle service.
