| SUBJECT: | APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE FIRST AMENDMENT TO THE CITY'S WORKFORCE INNOVATION OPPORTUNITY ACT (WIOA) AGREEMENT FOR YOUTH PROGRAM SERVICES WITH THE COUNTY OF ORANGE, CONTRACT NO. MA-012-20011848 |
RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute the First Amendment to the Workforce Innovation Opportunity Act (WIOA) Agreement for Youth Program Services with the County of Orange, in the amount of $2,180,915, so that the City of La Habra can continue as the sole provider of the County's "Ready, S.E.T. OC" Youth Employment Program for Fiscal Year 2021-2022.
DISCUSSION:
On April 10, 2020, staff in the City's Employment and Training Division submitted a grant proposal to continue operating its career training programs in north Orange County. After participating in the grant review process, the County decided to not only renew the City's program, but to expand it so that the City of La Habra would be responsible to provide youth employment programs and services for all qualified youth throughout the entire county.
In order to deliver the enhanced scope of services, the City hired seven new Case Managers, two Program Coordinators (supervisors), and two part-time clerical support positions. The City also established three additional Youth Center sites in the County, one at the Garden Grove One-Stop Center, another at the Orangewood Children's Foundation, and one at the Manchester Office Building, which houses Orange County Probation staff. A fourth location is currently being developed in the southern portion of the County. The proposed contract amendment would be for Fiscal Year 2021-2022, with two additional one year renewals remaining on the contract. The total contract term will not exceed four years. Contract renewal will be based on the County's assessment of the program's success in achieving identified performance measures.
Currently, more than 250 active youth throughout Orange County, in addition to over 300 youth in the follow-up phase, receive services through the workforce program. These services include work readiness training, resume development, interview skills, job search skills, paid work experience, occupational skills training, and job placement.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved by Council, the City will receive $2,180,915 in funding for the program. The funding will pay for staffing expenses, facility rent and maintenance, paid work experience, occupational skills training, on-the-job training wages for program participants, and operational costs associated with the programs. The contract allows the City to receive reimbursement of up to $218,090 in administrative costs associated with the program. No City General Funds are used to support these programs.
