SUBJECT: APPROVE AWARD OF CONTRACT TO HARDY & HARPER, INC. FOR ANNUAL RESIDENTIAL STREET REHABILITATION AND SLURRY SEAL PROJECT, FISCAL YEAR 2020-2021, CITY PROJECT NO. 4-R-20

RECOMMENDATION:


That the City Council:
A. Approve the Plans and Specifications for the Annual Residential Street Rehabilitation and Slurry Seal Project, Fiscal Year 2020-2021, City Project No. 4-R-20; and

B. Award construction contract for the Annual Residential Street Rehabilitation and Slurry Seal Project, Fiscal Year 2020-2021, City Project No. 4-R-20 to Hardy and Harper, Inc., of Lake Forest, California, in the amount of $593,000 and reject all other bids; and

C. Approve and authorize the City Manager to execute an agreement with and open a purchase order for Hardy and Harper, Inc., of Lake Forest, California, in the amount of $652,300, which includes a 10 percent contingency.

DISCUSSION:

The construction work for the proposed Annual Residential Street Rehabilitation and Slurry Seal Project consists of pavement grinding; asphalt concrete paving; pavement reconstruction; removal and construction of curb and gutter, curb ramps, and driveways; striping and marking; adjusting utilities; and traffic loop installation.  The project was advertised in the Orange County Register after the completion of the plans, specifications, and estimate.  On April 6, 2021, the City of La Habra received a total of seven bid proposals for the project, with the following results:

After reviewing the bids and conducting a thorough analysis of each proposal, it was determined that Hardy & Harper, Inc., of Lake Forest, California, submitted the lowest responsible bid in the amount of $593,000.  Staff reviewed work references provided for of Hardy & Harper, Inc., and found them to be satisfactory.  Prior projects completed by Hardy & Harper, Inc., were also found to be similar in scope to the current project.  There was no record of excessive change order requests from this Contractor and their Contractor's License is current.

FISCAL IMPACT/SOURCE OF FUNDING:

This project was approved for Fiscal year 2020-2021 with a total budget appropriation of $1,300,000.  An amount of $500,000 in project funding was allocated from the Gas Tax Fund and the remaining $800,000 was allocated from Measure M2 Funds.  The budgeted funds are sufficient to complete this project and, if approved, will be allocated as follows:

Gas Tax share (38.5%):         $250,884
M2 Measure share (61.5%):  $401,416
