SUBJECT: APPROVE NOTICE OF COMPLETION FOR THE CONSTRUCTION OF IMPERIAL HIGHWAY/SR-90 CORRIDOR REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROJECT, CITY PROJECT NO. 3-TC-15

RECOMMENDATION:


That the City Council approve the Notice of Completion for the Construction of Imperial Highway/SR-90 Corridor Regional Traffic Signal Synchronization Project, City Project No. 3-TC-15.

DISCUSSION:

On February 3, 2020, the City Council awarded a construction contract to Crosstown Electrical & Data, Inc., in the amount of $1,681,200, which included a 10 percent contingency for the construction of Imperial Highway/SR-90 Corridor Regional Traffic Signal Synchronization Project, City Project No. 3-TC-15.

The project included the synchronization of traffic signals along Imperial Highway between Brass Lantern Drive/Cajon Drive in the City of La Habra and Yorba Linda Boulevard in the City of Yorba Linda.  The approximate 10.28-mile project included 46 traffic signals in the Cities of La Habra, Fullerton, Brea, Placentia, and Yorba Linda.  Of the 46 traffic signals, 33 traffic signals are controlled by Caltrans, 12 traffic signals are controlled by the City of Yorba Linda, and one traffic signal is controlled by the City of La Habra.  In addition to developing more efficient timing along the corridor, ITS (Intelligent Transportation System) devices were installed as a part of this project which included traffic controller upgrades, CCTV cameras, bluetooth data collection devices, network equipment, traffic management centers for the City of La Habra and Caltrans.  All improvements associated with this project have been completed.  The total construction cost portion is $1,561,656, which is $119,544 or 7.65% below the purchase order amount of $1,681,200.

The project received funding from the Orange County Transportation Authority for costs related to project implementation, as well as operations and maintenance.  The entire project cost for design, construction, operations and maintenance is $3,194,932.05 with a 20% local match from each participating City through a cooperative agreement.  The total combined amount paid by all five cities is $690,000.40, comprised of:
  • $164,724.40 from the City of La Habra;
  • $70,934.80 from the City of Fullerton;
  • $276,235.80 from the City of Brea;
  • $23,121.40 from the City of Placentia; and 
  • $154,984.00 from the City of Yorba Linda. 
     

FISCAL IMPACT/SOURCE OF FUNDING:

The total approved construction budget of $1,681,200 consists of $1,528,364 from OCTA Project P Grant Funds and $152,836 from OCTA Measure M2 Funds.  The actual cost to construct this project was $1,561,656.00 which is within the approved budget.  The City of La Habra's local match is $164,724.40 from the Gas Tax Fund.  There are sufficient budgeted funds to cover the cost of construction for this project.
