| SUBJECT: | APPROVE TO AWARD A CONTRACT TO ONYX PAVING COMPANY, INC. FOR CONSTRUCTION OF ALLEY NO. 6, 44, 48, AND 79 IMPROVEMENT FOR FISCAL YEAR 2019-2020, PROJECT NO. 4-R-19 |
RECOMMENDATION:
That the City Council:
A. Approve Plans and Specifications for Alley No. 6, 44, 48 and 79 Improvement for Fiscal Year 2019-2020, Project No. 4-R-19; and
B. Award construction contract for Alley No. 6, 44, 48 and 79 Improvement for Fiscal Year 2019-2020, Project No. 4-R-19, to Onyx Paving Company, Inc., of Anaheim, California, in the amount of $282,000 and reject all other bids; and
C. Authorize the City Manager to execute an agreement with Onyx Paving Company, Inc., of Anaheim, California, in the amount of $282,000, and authorize staff to issue a purchase order to Onyx Paving Company, Inc., of Anaheim, California, in the amount of $310,200; which includes a 10 percent contingency.
DISCUSSION:
The City of La Habra Alley Master Plan identifies construction in Area 5 during Fiscal Year 2019-2020. Area 5 includes a rectangular section of alleys adjacent to McPherson Street between Francis Avenue and East La Habra Boulevard, as well as the alley west of Bedford Street between Stearns Avenue and Francis Avenue.
Alley 6 is located west of Bedford Street between Stearns Avenue and Francis Avenue. Alley 44, 48 and 79 are located west of McPherson Street between Florence Avenue and East La Habra Boulevard.
The project shall include: mobilization, preparation and implementation of Storm Water Best Management Practices; traffic control; construction survey and monument perpetuation; excavation and disposal; cold mill work; construction of asphalt concrete pavement; removal and construction of concrete alley approaches, sidewalks, longitudinal gutters, and curbs and gutters; adjustment of utilities to grade; removal of guard posts; and all associated work as identified on the construction drawings.
On Wednesday, May 5, 2021, staff received the following bids:
Onyx Paving Company, Inc. (Contractor), submitted the lowest responsible bid in the amount of $282,000, which is approximately six percent lower than the Engineer’s estimate of $299,920. Staff reviewed Contractor's references and found them to be satisfactory. In addition, Contractor has previously completed a project for the City of La Habra, as well as similar projects for the Cities of Anaheim, Montebello, and Desert Hot Springs. There is no record of excessive change order requests by the Contractor, and they maintain a valid Contractor's License.
This Fiscal Year 2019-2020 Alley Improvement Project is the fifth year of the ten-year Alley Pavement Management Program. This project will reconstruct alleys 6, 44, 48 and 79. The sixth year (Fiscal Year 2020-2021) is currently under design and will reconstruct Alleys 27, 45 and 86. Currently, the City has already completed 16 alley segments, four are pending award to start construction, and three are currently under design. There are 30 alley segments remaining to be reconstructed, but staff is planning to accelerate the program, depending on the availability of funding, since many of them are shorter than alleys that have already been completed. Once the Alley Pavement Management Program is complete, the City will have rehabilitated at least 53 alley segments.

FISCAL IMPACT/SOURCE OF FUNDING:
Sufficient funds have been included in the Capital Improvement Program budget to fund the cost of this project. Staff will ensure that all approved Community Development Block Grant (CDBG) funds will be utilized first for the project and that any remaining project costs will be applied against Measure M2 Fair Share funds. There are sufficient budgeted funds available for this project; therefore, there is no need for additional appropriation at this time.
