| SUBJECT: | APPROVE LA HABRA CITRUS FAIR TEMPORARY EVENT SIGNAGE |
RECOMMENDATION:
That the City Council approve the La Habra Citrus Fair temporary signage promoting the event at the southeast corner of La Habra Boulevard and Euclid Street and at the northwest corner of La Habra Boulevard and Harbor Boulevard; subject to the satisfaction of the Acting Director of Community and Economic Development.
DISCUSSION:
The La Habra Chamber of Commerce (Chamber) is planning and organizing the Citrus Fair scheduled for June 25, 26 and 27, 2021. As part of their advertising efforts, they have requested that signs promoting the event be placed at the southeast corner of La Habra Boulevard and Euclid Street (at City Hall) and at the northwest corner of La Habra Boulevard and Harbor Boulevard (the former Burch Ford site). Each corner will have one sign facing the intersection. Both the proposed properties are located within the La Habra Boulevard Specific Plan Zone (SP-1). If approved by City Council, the Chamber will pay for the production and installation of the signs.
The Chamber's request is consistent with their prior year events and staff has not received reports of complaints or incidents regarding these signs when they were previously installed. In 2015, 2017, and 2019, the City Council approved the placement of signs at the northeast corner of La Habra Boulevard and Euclid Street (the Police Station) and at the northwest corner of La Habra Boulevard and Harbor Boulevard (the former Burch Ford site). In 2018, the City Council approved the placement of signage at the southwest corner of La Habra Boulevard and Euclid Street (at City Hall) rather than at the Police Station.
Pursuant to La Habra Municipal Code Section 18.44.050 (C) (10), signs promoting civic events must be approved by the City Council. The Citrus Fair signs will constructed of coroplast, which is ideal for indoor and outdoor applications, and is the material of choice for today’s screen printing industry. It is more resilient than corrugated fiberboard and lighter than extruded plastic sheet, as well as being waterproof and stain-resistant. The signs will measure approximately 4-feet in height and 8-feet in length.
Requests for signage promoting civic events are handled on a case by case basis. Currently, signage for civic events are limited to the banner location across La Habra Boulevard, which is programed year round, and to distributing flyers to local businesses. Approval of this item request allows for another method to promote civic events and is consistent with City Council's approved Goals and Objectives. Other community organizations may request similar signs in the future for their community events. Some of these groups could include:
Planning staff has evaluated the proposed sign locations and materials and is recommending approval of the request. Final design, setbacks, and other standards will be evaluated by the Acting Director of Community and Economic Development to ensure the best product possible for the community.

FISCAL IMPACT/SOURCE OF FUNDING:
This request has no fiscal impact to the City's budget.
