SUBJECT: APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE LA HABRA CITY SCHOOL DISTRICT FOR THE PROVISION OF SUMMER ENRICHMENT RECREATION COURSES BY THE CITY OF LA HABRA FOR THE DISTRICT'S SUMMER BRIDGE PROGRAM

RECOMMENDATION:


That the City Council approve and authorize the City Manager to execute an Agreement with the La Habra City School District (District) for the provision of summer enrichment recreation courses by the City of La Habra for the District's Summer Bridge Program.

DISCUSSION:

The La Habra City School District (District) is planning to offer an expanded summer school program in 2021, known as the Summer Bridge Program, to District students to help alleviate the impacts from "learning loss" caused by the COVID-19 Pandemic.  The District will provide students with an intensive morning learning experience and has asked that the City develop and provide an afternoon enrichment program for participating students that consists of recreation classes and activities to facilitate social, physical, and mental health development for those students.  If approved by Council, the City will provide programming and support to the District from 12:30 p.m. to 2:30 p.m. each day at various school campuses in the City.

The City's participation in the program will consist of assigning Recreation Leaders and contract instructors to lead appropriate grade-level curriculum in dance, music, martial arts, sports, science, cooking, and more.  The District has agreed to pay the City $75,000 to administer this program, which will run from June 9, 2021 to July 1, 2021. Interest and registration for the Summer Bridge Program has exceeded the District's expectations, with more than 1,000 students already registered.  Many District teachers have also agreed to teach enrichment courses in addition to their morning education curriculum.  The City will be responsible for the curriculum and instruction in all enrichment classes that are not taught by District staff.

FISCAL IMPACT/SOURCE OF FUNDING:

If approved by Council, the District will pay the City $75,000 to develop and operate this enrichment program, which will be sufficient to fund cost including Recreation Leader hours, contract instructor payments, supplies, and administrative expenses.  There will be no impact to the General Fund.
