APPROVE AND ADOPT A RESOLUTION, AND APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE CONTRACT NO. CCTR-1164 WITH THE STATE OF CALIFORNIA DEPARTMENT OF SOCIAL SERVICES FOR THE GENERAL CHILD CARE AND DEVELOPMENT PROGRAMS FOR FISCAL SCHOOL YEAR 2021-2022

RECOMMENDATION:


That the City Council:
A. Approve and authorize the City Manager to execute the Contract No. CCTR-1164 with the State of California Department of Social Services for the General Child Care and Development Programs  for Fiscal School Year 2021-2022; and,

B  APPROVE AND ADOPT RESOLUTION NO. _____ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE EXECUTION OF LOCAL AGREEMENT NO. CCTR-1164, WITH THE STATE OF CALIFORNIA DEPARTMENT OF SOCIAL SERVICES

DISCUSSION:

The La Habra Child Development program began in 1974 with a mission to provide children with a positive and nurturing learning experience in a safe, supportive, and active environment.  The needs of program participants are met with regard to their level of development, individuality, and cultural diversity.  The program continues to expand in both grant awards and program options that has provided expanded services to La Habra residents. 

The goals of the Child Development Division are to:
  • Offer quality, comprehensive education and development programs for children
  • Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school district.
  • Provide a healthy and nutritious dietary supplement for the children participating in the program.
  • Provide a quality parent involvement and educational component in which participating and support enhances the family unit through educational as well as recreational activities
  • Assess each child in all areas of development and design curriculum planned to meet the individual needs of each child.
  • Provide a safe, warm environment where each child feels free to grow at his/her own development.
The City of La Habra receives direct funding from the California Department Social Services for the General Child Care (CCTR) program.

CCTR-1164 General Child Care and Development

For Fiscal Year 2021-2022, the General Child Care Contract (CCTR-1164) will allow the program to provide services to approximately 228 children, ranging in age from infants to 12 years old.  The program plans to provide full-day care services for 43 infant/toddlers through Family Child Care Homes (FCCH), and before/after school care for 185 school-aged children in a center-based program.

The City of La Habra collaborates with FCCH in La Habra to provide full day care services to infants and toddlers.  The mission of FCCH is to provide quality childcare in a home setting to children ages six weeks to 3 years while parents are working or in training, as well as meet need for child care services as approved by the California Department of Social Services.  Each child enrolled in the program receives individual attention, encouragement, support, and guidance in an effort to provide the necessary experiences and opportunities for the development of his/her fullest potential. Operating hours are based on the need and each FCCH Provider’s individual schedule.

The purpose of the school-age program is to provide quality daycare service to working parents or parents enrolled at a college/university. The program promotes, supports, and enhances children’s development.  The program operates in close collaboration with the La Habra City School District, which provides transportation to and from the City’s program sites.  The school-age program runs year-round with “full-day” service during winter, spring, and summer breaks, and operates from the Claire Brown site, the Child Development Center, and the Girls Activity Building.

The City’s program is required to adhere to the service requirements written in the contact, which include:
  • The Minimum Days of Operation (MDO) which is determined by the service calendar that was submitted with the initial contract application for continued funding, obligating the program to that many days of service to be provided to the families. The MDO is 246 days of operation.
  • The Child Days of Enrollment (CDE) earnings which is the calculated attendance to determine if program provided the services for the children. The required CDE for the CCTR program is 50,425.
Based on the grant service requirements, the City’s program intends to provide services to 228 children (43 infants/toddlers and 185 school-aged children) for a minimum of 246 days of operation for the fiscal school year.
 

FISCAL IMPACT/SOURCE OF FUNDING:

All Child Development Division funding is provided through State and Federal grants.  The total grant budget is $2,498,037 for Fiscal Year 2021-2022.  All program administrative costs are reimbursed through the contracts.  These programs receive no General Fund support.
