| SUBJECT: | APPROVE AND ADOPT A RESOLUTION, AND APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE CONTRACT NO. CSPP-1339 WITH THE STATE OF CALIFORNIA DEPARTMENT OF EDUCATION, CHILD DEVELOPMENT SERVICES FOR THE STATE PRESCHOOL PROGRAM FOR FISCAL SCHOOL YEAR 2021-2022

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute Contract No. CSPP-1339 with the State of California Department of Education, Child Development Services, Early Learning and Care Division, for the State Preschool Program for Fiscal School Year 2021-2022; and
B. APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE EXECUTION OF LOCAL AGREEMENT NO. CSPP-1339, WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION
DISCUSSION:
The La Habra Child Development program began in 1974 with a mission to provide children a positive and nurturing learning experience in a safe, supportive, and active environment. The needs of children enrolled in the program are met in regard to their level of development, their individuality, and their cultural diversity. The program continues to grow and provide expanded services to La Habra residents.

- Offer quality, comprehensive education and development programs for children
- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school district.
- Provide a healthy and nutritious dietary supplement for the children participating in the program.
- Provide a quality parent involvement and educational component in which participating and support enhances the family unit through educational as well as recreational activities
- Assess each child in all areas of development and design curriculum planned to meet the individual needs of each child.
- Provide a safe, warm environment where each child feels free to grow at his/her own development.
The City of La Habra receives direct funding for the program from the California Department of Education (CDE) for the California State Preschool (CSPP) Program.
CSPP-1339 California State Preschool Program
The state preschool program includes both a part-day and full-day developmentally appropriate program designed to facilitate the transition to kindergarten for three-and four-year-old children in educational development, health services, social services, nutritional services and includes parent education and participation.
The program is required to adhere to the service mandates contained within the contact, which include the following:

The state preschool program includes both a part-day and full-day developmentally appropriate program designed to facilitate the transition to kindergarten for three-and four-year-old children in educational development, health services, social services, nutritional services and includes parent education and participation.
The program is required to adhere to the service mandates contained within the contact, which include the following:
- The Minimum Days of Operation (MDO) is determined by the service calendar submitted with the initial contract application for continued funding, obligating the program to specific number of days of service to be provided to the families. The MDO is 246 days of operation for full-day and 180 days for part-day.
- The Child Days of Enrollment (CDE) earnings is the calculated attendance to determine if program provided the services for the children. The required CDE for the CCTR program is 30,500.
Children are eligible for the part-day CSPP if the family meets certain income eligibility criteria. Part-day services are available for three hours per day and for 180 days per year. Full-day services are available for families that establish eligibility and need beyond the part-day services. Full-day services are available for 246 days per year.
The CSPP-1339 contract will allow the program to provide services to 176 children. The majority of the program participants will attend the City's program site at 215 North Euclid Street site for the part-day program. In addition, program participants in the full day preschool will receive care at either the 1440 West Whittier Boulevard site or the 401 South Euclid Street site, both operated by the City. Services include age-appropriate, planned, educational activities throughout each program day that address all developmental domains contained in the California Department of Education’s Desired Results Development Profiles (DRD).

FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. The total grant budget is $1,520,437 for Fiscal Year 2021-2022. All program administrative costs are reimbursed through the contracts. These programs receive no General Fund support.
