APPROVE A RESOLUTION AMENDING RESOLUTION 5861 REGARDING SALARY, BENEFITS, AND OTHER TERMS OF EMPLOYMENT OFFERED BY THE CITY OF LA HABRA TO MANAGEMENT, POLICE MANAGEMENT, AND EXECUTIVE MANAGEMENT EMPLOYEES FOR THE PERIOD OF JULY 1, 2021 THROUGH JUNE 30, 2023

RECOMMENDATION:


That the City Council:
APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA AMENDING RESOLUTION 5861 PERTAINING TO A COMPENSATION PLAN FOR MANAGEMENT, POLICE MANAGEMENT, AND EXECUTIVE MANAGEMENT EMPLOYEES

DISCUSSION:

The proposed terms of employment for Management, Police Management, and Executive Management employees, which includes the City Manager, under the terms of his contract, are as follows:
 
Salary and Benefits
One-Time Lump Sum Payment For all Management, Public Safety Management, and All Executive Management employees:
Prior to June 30, 2021, and based on the salary schedule in effect on June 18, 2021, the City will provide a one-time lump sum pay adjustment of five percent (5%) of annual pay to all full-time employees.  The calculation of the one-time pay adjustment will be as follows:  base hourly rate x 2,080 hours x .05.

Prior to June 30, 2022, the City will provide a one-time lump pay adjustment of five percent (5%) of annual pay to all full-time employees.  The calculation of the one-time pay adjustment will be as follows:  base hourly rate x 2,080 hours x .05.
 
Medical Insurance For Management employees only:
Effective December 1, 2021, the City will increase its current medical insurance contribution by $50 per month to a maximum of $1,500 per month on a use or lose basis.

Effective December 1, 2022, the City will increase its medical insurance contribution by $50 per month to a maximum of $1,550 per month on a use or lose basis.

For Public Safety Management employees only:

The City will provide the following monthly cafeteria contribution on a use or lose basis as follows: 

Effective December 1, 2021
Employee:  $1,450                                            Employee+1:  $1,500
Employee+2 or more:  $1,650
 
Effective December 1, 2022:
Employee:  $1,450                                            Employee+1:  $1,600
Employee+2 or more:  $1,750
 
Medical Insurance Opt-Out For Management employees only:
Effective December 1, 2021, the City will increase the opt-out contribution by $10 per month to a maximum of $300 per month

Effective December 1, 2021, the City will increase the opt-out contribution by $10 per month to a maximum of $310 per month.
 
Holiday/Sick Leave For Public Safety Management and the Public Safety Executive Management Employee only:

City will add MLK Day as a paid holiday.  All recognized holidays will be paid at 10 hours per holiday.

 
The proposed Salary Resolution is included herein as Attachment 2.
 

FISCAL IMPACT/SOURCE OF FUNDING:

If approved, the total two-year cost of the resolution regarding Management, Police Management and Executive Management employees is estimated to be approximately $586,648 that consists primarily of "one-time" costs and some nominal recurring costs.

The breakdown of those costs is as follows:
