RECOMMENDATION:
That City Council:
A. Consider and approve a Memorandum of Understanding (MOU) between the City of La Habra and the La Habra Professional Employees' Group for the period of July 1, 2021 through June 30, 2022; and,
B. APPROVE AND ADOPT RESOLUTION NO. _______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA REPEALING AND REPLACING RESOLUTION NO. 5982 PERTAINING TO A COMPENSATION PLAN FOR THE LA HABRA PROFESSIONAL EMPLOYEES' GROUP
DISCUSSION:
Representatives from the La Habra Professional Employees Group and City Management have met and conferred regarding salary, benefits, and other terms and conditions of employment, and have reached tentative agreement for a Memorandum of Understanding (MOU, see Attachment 1) for a one-year term for July 1, 2021, through June 30, 2022, to include the following substantive changes:

| Reorganization | A reorganization of the division that includes reclassification of the following positions in the group: Teacher, Lead Teacher, Site Supervisor and includes a revised job description and salary schedule with corresponding salary adjustments. |
| One-Time Lump Sum Payment | No later than June 30, 2021 the City will provide a one-time lump sum pay adjustment of two and one-half percent (2.5%) to all full-time employees in the group. The calculation of the one-time pay adjustment will be as follows: base hourly rate x 2,080 hours x .025 based on the salary in effect on June 18, 2021. Employees hired on or after June 18, 2021 will not be eligible for the lump sum payment. |
| Cafeteria Medical Insurance Allowance | Effective July 1, 2021 the City will increase its current medical insurance contribution by $50 per month to a maximum of $1,450 per month on a use or lose basis. |
| Bilingual Pay | Effective July 3, 2021 increase bilingual pay by $50 per month to $100 per month. |
| Personal Leave | Increase personal leave by eight (8) hours per month to 32 hours per fiscal year. |
| In-Lieu Pay | Eliminate “in lieu pay” that provides for an annual payment of 40 hours pay to each member each December in lieu of overtime. |
The proposed Salary Resolution is included herein as Attachment 2.
FISCAL IMPACT/SOURCE OF FUNDING:
The total cost of this one-year MOU is estimated to be approximately $69,433. Costs associated with salary, benefits, and other terms and conditions of employment with employees in the group are grant-funded. None of the costs are paid from the General Fund.
Of the total estimated cost, $21,233 are for one-time expenses that can be funded from the adopted Fiscal Year 2020-2021 budget without need for additional appropriation. New recurring salary and benefit costs charged to the grants will be $48,200 and have been included in the proposed Fiscal Year 2021-2022 budget.
