APPROVE THE EARLY HEAD START CONTINUED FUNDING APPLICATION FOR THE 2021-2022 FISCAL SCHOOL YEAR AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE APPLICATION, DOCUMENTATION, AND AGREEMENT TO BE SUBMITTED TO THE ORANGE COUNTY HEAD START, INC., TO REQUEST FUNDING TO PROVIDE EARLY HEAD START SERVICES FOR 50 CHILDREN AGED 0 TO 3 YEARS OLD IN LA HABRA

RECOMMENDATION:

 
That the City Council approve the Early Head Start Program Continued Funding Application for the 2021-2022 Fiscal School Year and authorize the City Manager to execute the application, documentation, and agreement to be submitted to Orange County Head Start, Inc. to request funding to provide Early Head Start Services for 50 children aged 0-3 year old in La Habra.      

DISCUSSION:

The Early Head Start Program provides services to families through home-visits and socialization activities for infants ages 0 to 3 years, as well as parents and pregnant mothers-to-be.  Trained staff provide instruction, guidance, and resources that provide education in health, nutrition, mental health, education, and social services. The proposed funding allocation for this one-year contract for the 2021-2022 school year is set at $503,068 for the basic budget, and $11,250 for Technical and Training Assistance, for a combined total budget of $514,318.  The program will provide services to 50 students and families with a mandatory matching in-kind contribution of $128,580. Matching in-kind funds are provided through a variety of sources that include: the value of volunteer services received through parent participation and community activities, discounted consultant services, food program income, and staff salaries not reimbursed by the contract. The City is capable of meeting the matching fund requirement.
 

FISCAL IMPACT/SOURCE OF FUNDING:

The Early Head Start program is federally funded through a grant from Orange County Head Start, Inc. All direct program costs are paid through the grant and the administrative cost reimbursement charged to the grant covers other related administrative services such as Information Services and Finance Department support.  The funding allocation of this proposed one-year contract is $503,068 for programming, plus $11,250 for Training and Technical Assistance, for a total award of $514,318.

There is no impact to the General Fund.
