APPROVE PROFESSIONAL SERVICES AGREEMENT WITH LRM ASSOCIATES INC., OF GLENDALE, CALIFORNIA, FOR THE DESIGN PORTION OF THE PROPOSED OLD RESERVOIR PARK LIGHT AND LANDSCAPING DESIGN, PROJECT NO. 2-P-20

RECOMMENDATION:


That the City Council approve and authorize the City Manager to execute a professional service agreement with LRM Associates Inc., of Glendale, California, in the amount of $71,135, for the design of Old Reservoir Park Lighting and Landscaping, Project No. 2-P-20; and authorize staff to issue a purchase order to LRM Associates Inc. in the amount of $74,691.75 which includes a five percent contingency.

DISCUSSION:

Old Reservoir Park is approximately 1.19 acres in size and located off Brookdale Avenue, just West of Harbor Boulevard.  The park is near Arbolita School and provides a recreational playground for the neighborhood.  The site was once a City water reservoir site until that structure was demolished in the 1960s.  A small water booster pump station remains in operation at south side of the park.

On April 27, 2021, staff issued a Request For Proposals (RFP) to solicit professional services for the Old Reservoir Park Lighting and Landscaping project.  A total of nine architectural firms were contacted, including: LRM Associates, Withers and Sandgreen, Professional Design Associates, Troller Mayer & Associates, Inc., Nuvis Landscape Architecture, BMLA Landscape Architecture, Corner Stone Studios, Lynn Capouya Inc., and Studio- MLA.

The RFP specified the City's intention to redesign Old Reservoir Park, to include the preservation of the natural habitat while promoting physical and recreational activities. The design is intended to provide planters, landscaping, a decomposed granite walking track, installation of exercise stations, installation of a drinking fountain with water bottle filling stations, construction of a tot playground, shade structure with benches, area lighting, drainage system and automatic irrigation system. The final design will incorporate community input and suggestions on park amenities and improvements based on a future meeting that will be held at the site to solicit input from residents. 
 

On May 25, 2021, the City received two proposals as shown below:

A review committee consisting of the City Engineer, the contracted Senior Civil Engineer, and the Park Supervisor evaluated and scored each proposal based on its responsiveness to the RFP.  Scoring criteria included thoroughness of the proposal, qualifications of the firm, experience of each firm's proposed project team, the firm's ability to meet the City’s needs, the firm's method of quality assurance, and experience with City parks design.  Based on the above criteria, LRM Associates Inc., was ranked highest and is the preferred firm for the project.

FISCAL IMPACT/SOURCE OF FUNDING:

There are sufficient funds in the approved Fiscal year 2021-2022 Capital Improvement Program for the project; which includes $300,000 from the Park Acquisition Fund, $100,000 from the General Capital Fund, and $33,000 from the Community Development Block Grant (CDBG) Fund.  Carryover funds from the Old Reservoir Wall Repair Project in the amount of $51,125 is available for the design and construction of the project, for a total of $484,125 in available funding. 

Staff will ensure that all approved CDBG funds will be utilized first for the project and that any remaining costs will be applied against Park Acquisition Fund and General Capital Fund.  There are sufficient budgeted funds available for this project; therefore, there is no need for additional appropriation at this time.
