APPROVE A PROFESSIONAL SERVICE AGREEMENT WITH VESTRA RESOURCES, INC., FOR GEOGRAPHIC INFORMATION SYSTEM DEVELOPMENT

RECOMMENDATION:


That the City Council approve and authorize the City Manager to enter into a professional service agreement in the amount of $25,000 for the first year, not to exceed $75,000 over three years, with Vestra Resources, Inc., to provide technical support for the City's Geographic Information System (GIS) development.

DISCUSSION:

In 2019 the City selected Vestra Resources, Inc. (Vestra), via a competitive bidding process, to assist with the development of the City's Geographic Information System (GIS).  Now that the initial phase of this project is complete, staff recommends entering into a one-year contract with Vestra in the amount of $25,000, with the option for two one-year extensions not to exceed $25,000 per year, to design and implement GIS system enhancements as the City continues to refine and build out its GIS system database and functionality. If approved by City Council, this vendor will provide staff with GIS server support and assist with ongoing GIS development. 

Due to the extensive work that Vestra has completed to date, their familiarity with the City's GIS system, and that Vestra was originally selected as part of a competitive bid process, staff recommends waiving the City's bidding requirement in accordance with Municipal Code section 4.20.070 E - Exceptions to Bidding Requirement for Purchase of Goods and Services for the acquisition of information technology equipment.  Vestra has proven competency in the field of GIS, a great deal of familiarity with the City's system, and experience providing excellent work product for local government agencies.

FISCAL IMPACT/SOURCE OF FUNDING:

The total cost of this agreement will not exceed $25,000 in any one year, or $75,000 in total over the three-year period. Sufficient funding for this contract was included in the Fiscal Year 2021-2022 adopted budget (Account #165151-7739); therefore, no additional appropriation is requested at this time. Funding for Fiscal Year 2022-2023 and 2023-2024 will be requested during each fiscal year's annual budget preparation.
