| SUBJECT: | APPROVE THE EARLY HEAD START HEALTH CONSULTANT AGREEMENT FOR THE 2021-2022 SCHOOL YEAR

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute an agreement with Vanessa Martinez, RN BSN, for consulting and health services as required for the Early Head Start program, at a rate of $75 per hour with 20 percent as an in-kind donation to the program for an adjusted rate of $60 per hour, not to exceed 30 hours per month for the 2021-2022 school year.
DISCUSSION:
The Early Head Start program guidelines require that participants, parents, and staff receive general health services, education, and training as identified in the performance standards of the program. Orange County Head Start (OCHS) previously provided these services for the City and the other delegate agencies; however, several years ago OCHS began to require each delegate agency to obtain its own consultant for these services. The City of La Habra's Early Head Start (EHS) program has contracted with Ms. Martinez since November 2019 and her service has been well-received by both program families and OCHS.
If the consultant agreement is approved by the City Council, Ms. Martinez will continue to provide general health services monitoring, training, and consulting services to the Early Head Start (EHS) program at a rate of $75 per hour, subject to a 20 percent in-kind donation for a final adjusted rate of $60 per hour, not to exceed 30 hours per month. This rate has not increased since the 2019-2020 school year.

FISCAL IMPACT/SOURCE OF FUNDING:
The maximum cost of this service is $16,200 for the 9 months remaining in the 2021-2022 program year. The Early Head Start (EHS) Program is federally funded through a grant from Orange County Head Start (OCHS) and all direct program costs are fully paid through the grant.
