| SUBJECT: | APPROVE COOPERATIVE AGREEMENT NO. C-1-3741 WITH ORANGE COUNTY TRANSPORTATION AUTHORITY FOR PROJECT V COMMUNITY-BASED TRANSIT/CIRCULATION SPECIAL EVENT SHUTTLE SERVICE

RECOMMENDATION:
That the City Council approve Cooperative Agreement No. C-1-3741 with Orange County Transportation Authority (OCTA) for Project V Community-Based Transit/Circulation Special Event Shuttle Service.
DISCUSSION:
In 2016, the City of La Habra received an Orange County Transportation Authority (OCTA) Project V Community-based Transit/Circulation grant to support special event shuttle service. The grant supports transportation services for several large community events, including the La Habra Tamale Festival, the Eggstravaganza, and Our Lady of Guadalupe Church's La Fiesta. Each event attracts thousands of visitors, resulting in increased vehicular traffic that competes for a limited amount of parking space proximate to each event location.
By using the grant, the City has been better able to mitigate this challenge by using off-site parking at La Bonita Park, the La Habra Marketplace, and Sonora High School, and then transporting visitors to events via the shuttle system. The City has agreements with the La Habra Market Place Shopping Center and the Fullerton Union High School District for use of their parking for these purposes. In addition, Cooperative Agreement C-1-3741 between the City and OCTA (Attachment 1) defines the scope of the agreement and describes the roles and responsibilities of either party, as well as a description of how the City may use funds to support the event shuttle program.
OCTA has approved Project V funding for the special event shuttle service in an amount not to exceed $66,234 over a seven-year period. As a condition of the agreement, OCTA and the City agree that the City will provide a local match in the amount of $7,360 for a total project cost of $73,594. Furthermore, the City will need to meet the ridership requirement of 10 riders per hour, as outlined in the agreement.
If approved by the City Council, this would be the second Project V grant for the City. The City has met all Project V requirements as part of its initial grant award and, if approved, staff will continue to work closely with OCTA staff and contractors to ensure all grant conditions are satisfied going forward.

FISCAL IMPACT/SOURCE OF FUNDING:
The total proposed project cost of the Community Event Shuttle Program operating through 2028-2029 is $73,594 with grant funding from the OCTA in the amount of $66,234 and a 10% local match for the program, totaling $7,360. The local match portion is anticipated to be assessed on the special events that utilize the shuttle program over the next seven years.
