Staff directed AGA Engineers, Inc. (AGA) to assess the street conditions at the reported location and prepare a report with findings and recommendations.  AGA conducted a field review and prepared sight distance analyses and conceptual striping sketches for 500 South Harbor Boulevard.  Staff also researched the available record of reported traffic collisions on the street for the past 12 years to determine if potentially hazardous traffic conditions could be addressed through mitigation measures.

The La Habra Traffic Committee reviewed AGA's report during its meeting in October 2021. AGA indicated that limited visibility along Superior Avenue could be addressed by prohibiting stopping and/or parking on the south side of the street at Harbor Boulevard.  AGA's recommendations included placement of signage and painting the curb red for approximately 147 feet on Superior Avenue, which would improve visibility, and the addition of a double-yellow centerline striping on the street, which would encourage drivers to stay on the proper side of the road.  The Traffic Committee members unanimously supported AGA's recommendation (Attachment 3).

Notices with the proposed parking prohibitions, curb painting, and striping were mailed to property owners in the vicinity of 500 South Harbor Boulevard.  Staff has received no objections as of the time this agenda report was prepared.
