RECOMMENDATION:
That the City Council approve the Lead Teacher position to the City's Classification Schedule and Compensation Plan for the Professional Employees Group at an adjusted salary range of A-15 ($45,034-$63,367) and enhanced job description.
DISCUSSION:
In July 2021, as part of a comprehensive reorganization of the grant funded Child Development Division in the Community Services Department, staff recommended that the City Council approve a new Classification Schedule and Compensation Plan for the Professional Employees Group within the Community Services Department. The new schedule updated salaries and position responsibilities for Teachers and Teacher's Assistants, added the position of Site Director with enhanced supervisory responsibilities, and removed the position of Lead Teacher.
As the reorganization plan has been implemented, staff determined there was benefit to the program in keeping the Lead Teacher position and staff recommends that the Lead Teacher position be added back to the City's Classification Schedule with enhanced job responsibilities and an adjusted hourly rate of pay from ($18.520 - $25.687) to ($21.651 - $30.465). The Lead Teacher position will allow program flexibility, especially for its smaller programs and sites that can be effectively supervised by Lead Teachers, while larger programs and sites would continue to be supervised by Site Directors. Staff recommends that the Lead Teacher position be added at the new adjusted rate and job description in accordance with the Professional Employees Group Memorandum of Understanding.

FISCAL IMPACT/SOURCE OF FUNDING:
All costs associated with the Lead Teacher position are funded through grants awarded to the Child Development Division. Implementation of this recommendation will have no impact on the General Fund.
