RECOMMENDATION:
That the City Council approve the Notice of Completion with Onyx Paving Company, Inc. for the Alley Nos. 6, 44, 48, and 79 Improvement for Fiscal Year 2019-2020, City Project No. 4-R-19; and authorize staff to submit it for recordation with the County of Orange.
DISCUSSION:
On June 7, 2021, the City Council awarded a construction contract to Onyx Paving Company, Inc., of Anaheim, California, in the amount of $310,200, which included a 10 percent contingency, for the construction of the Alley Nos. 6, 44, 48 and 79 Improvement for Fiscal Year 2019-2020, City Project No. 4-R-19 (Project).
On September 20, 2021, the City Council approved Contract Change Order No. 1 in the amount of $26,500 and authorized the City Manager to increase the original purchase order issued to Onyx Paving Company, Inc., for a total amount of $336,700. The change order work included grinding two inches of asphalt and repaving the City-owned parking lot at 325 East La Habra Boulevard.
The scope of work for this Project included grinding and overlaying the alleys with new asphalt concrete pavement, the reconstruction of concrete alley approaches, installation of new v-ditch gutters, and the removal and reconstruction of Portland Cement Concrete (PCC) sidewalks and curb and gutters. The Alleys improved as part of this Project are located in Area 5 of the Alley Master Plan and include the following:

- Alley 6 - Alleyway east of Bedford Street between Stearns Avenue and Francis Avenue
- Alley 44 - Alleyway north of La Habra Boulevard from McPherson Street to the West End
- Alley 48 - Alleyway north of Stearns Avenue from McPherson Street to the West End
- Alley 79- Alleyway north of Erna Avenue from McPherson Street to the West End
All improvements associated with the above-mentioned Project have been completed. Staff conducted a final inspection and found that the work was completed satisfactorily and in accordance with the Project plans and contract documents. Upon acceptance by the City Council, staff will file the Notice at the County Clerk-Recorder Office for recordation as noted in Attachment 1. Before and After pictures of the Project are included as Attachment 2.
FISCAL IMPACT/SOURCE OF FUNDING:
The total construction cost for the Project is $295,945.66, which is approximately 12.1 percent, or $40,754.34 under the approved construction contract. The savings were a result of quantity adjustments made to the Project's materials after field verification. There are sufficient budgeted funds to cover the construction cost and the savings from this Project will be available for future capital construction appropriations.
