| SUBJECT: | APPROVE AND ADOPT A RESOLUTION AUTHORIZING THE PROJECT LIST SUBMITTAL FOR CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS ACT OF 2021 (CRRSAA) FUNDING THROUGH THE ORANGE COUNTY TRANSPORTATION AUTHORITY 2021 PAVEMENT MANAGEMENT RELIEF FUNDING PROGRAM

RECOMMENDATION:
That the City Council:
A. Receive this report; and
B. APPROVE AND ADOPT RESOLUTION NO. ___________ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AUTHORIZING THE PROJECT LIST SUBMITTAL FOR CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS ACT OF 2021 (CRRSAA) FUNDING THROUGH THE ORANGE COUNTY TRANSPORTATION AUTHORITY 2021 PAVEMENT MANAGEMENT RELIEF FUNDING PROGRAM.
DISCUSSION:
The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) appropriated $10 billion for Highway Infrastructure Programs. The State of California was apportioned $911.8 million, of which approximately $364.7 million, or 40 percent, will be distributed to regional agencies through the California Transportation Commission (CTC).
CRRSAA funds may be used for a wide variety of eligible activities and are intended to help regional agencies fund routine roadway maintenance and rehabilitation projects, fund operations, fund eligible surface transportation capital projects, and offset revenue losses due to the pandemic.
The Orange County Transportation Authority (OCTA) proposes to provide $10.931 million to local agencies in Orange County for local streets and roads rehabilitation and maintenance projects through the 2021 Pavement Management Relief Funding (PMRF) Program. This one-time funding program will help offset the loss of Measure M2 local fair share revenues and SB1 funding. Consistent with CTC and Caltrans Local Assistance Guidelines, PMRF program guidelines will allow the funds to be used for eligible street pavement preservation, preventive maintenance, rehabilitation, and reconstruction projects. Projects submitted for this program must be federally eligible and funds must be utilized on streets or roads classified as "Minor Collector" or above.
The City of La Habra is eligible to receive $200,000 in PMRF funding distributed through a formula based on population. Based on an assessment of eligible City streets and the level of available funding, staff is requesting that the City Council approve and authorize the application of these one-time grant funds for pavement rehabilitation on Macy Street between Whittier Boulevard and the northern City limit.

FISCAL IMPACT/SOURCE OF FUNDING:
Funding for pavement improvements on Macy Street is currently not budgeted. Should City Council approve this request, $200,000 from the 2021 PMRF will be programed to fund the proposed pavement improvements on Macy Street. If this recommendation is not approved, staff will attempt to identify other eligible City streets that can have pavement rehabilitation completed within the available grant amount so that the City does not lose its PMRF funding allocation.
