| SUBJECT: | APPROVE AMENDMENT 02 TO THE CALIFORNIA STATE PRESCHOOL (CSPP) PROGRAM CONTRACT WITH THE CALIFORNIA DEPARTMENT OF EDUCATION FOR THE 2021-2022 SCHOOL YEAR

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute Amendment 02 to Contract CSPP-1339 from the California Department of Education, Child Development Services for the 2021-2022 School Year; and,
B. APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CSPP-1339 AMENDMENT 02, WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION.
DISCUSSION:
The California Department of Education recently performed an evaluation of reimbursement rates authorized for delegate agencies that are providing preschool services under contract with the State. As a result of that evaluation, the State initiated a Rate Reform, which increased the amount of funding to reimburse agencies for providing preschool services from the original contract rate of $51.87 per day/per child to $61.26 per day/per child, beginning on January 1, 2022.
If approved by the City Council, the 2021-2022 CSPP-1339 Amendment 02 would increase the maximum reimbursable amount for the City's Child Development Preschool agreement with the State from $1,631,440 to $1,781,502 for the current contract year, an increase of $150,062. The Minimum Child Days of Enrollment Requirement shall not be impacted by this amendment and the Minimum Days of Operation Requirement will remain at 246. All other terms and conditions of the original agreement shall remain unchanged and in full force and effect.

FISCAL IMPACT/SOURCE OF FUNDING:
If the amendment is approved by Council and the additional funds are accepted by the City, the total maximum reimbursable amount of the CSPP contract will increase from $1,631,440 to $1,781,502, an increase of $150,062, for the 2021-2022 school year. All Child Development Division funding is provided through State and Federal grants and this specific program is entirely funded by the State Department of Education, including administrative costs which are reimbursed through the contract. There is no General Fund support necessary for this program.
