The Regular Meeting of the City Council and Regular Joint Meeting with the Successor Agency to the Redevelopment Agency of the City of La Habra, La Habra Civic Improvement Authority, City of La Habra Housing Authority, and La Habra Utility Authority for June 1, 2026, will be at the City of La Habra Council Chamber located at 100 East La Habra Boulevard, La Habra, California. The City Council Chamber will be open to the public at 6:00 p.m. and the meeting will start promptly at 6:30 p.m.
The public is encouraged to participate in the Regular Meeting of the City Council and Regular Joint Meeting with the Successor Agency to the Redevelopment Agency of the City of La Habra, La Habra Civic Improvement Authority, City of La Habra Housing Authority, and La Habra Utility Authority by attending in person or submitting written comments via email to cc@lahabraca.gov no later than 5:00 p.m. on Monday, June 1, 2026. Written comments sent to the City by 5:00 p.m. on the day of the meeting will be printed and provided to the City Council prior to the meeting. The meeting can also be viewed live through the City of La Habra website at www.lahabraca.gov/356/Archived-Council-Videos by clicking on “Watch Live” at 6:30 p.m.

| Senate Bill 1439 ("SB 1439") amended Government Code Section 84308 to expand the regulation of campaign contributions in excess of $500 from donors involved in certain matters before the legislative body. If the donor has a matter pending before the agency, and the official received a campaign contribution from the donor in excess of $500 in the prior 12 months, the official must publicly disclose the contribution and cannot in any way participate in the decision of the matter. The donor also has a duty to disclose the contribution on the record. In the 12 months following the decision, a local official cannot receive campaign contributions in excess of $500 from a donor with an economic interest in the governmental decision. Public officials are encouraged to closely track all campaign contributions which collectively exceed $500 in any 12-month period from any single source. |

That the City Council approve and adopt State required resolutions pertaining to the November 3, 2026, General Municipal Election as follows:
A. APPROVE AND ADOPT RESOLUTION NO. CC 2026-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION ON TUESDAY, NOVEMBER 3, 2026, FOR THE PURPOSE OF ELECTING TWO MEMBERS OF THE CITY COUNCIL;
B. APPROVE AND ADOPT RESOLUTION NO. CC 2026-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, REQUESTING THE ORANGE COUNTY BOARD OF SUPERVISORS TO CONSOLIDATE THE CITY’S TUESDAY, NOVEMBER 3, 2026, GENERAL MUNICIPAL ELECTION WITH OTHER ELECTIONS ADMINISTERED BY THE COUNTY REGISTRAR OF VOTERS ON THAT DATE; AND,
C. APPROVE AND ADOPT RESOLUTION NO. CC 2026-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, ADOPTING REGULATIONS RELATING TO CANDIDATE STATEMENTS OF CANDIDATES FOR ELECTIVE OFFICE AT THE TUESDAY, NOVEMBER 3, 2026, GENERAL MUNICIPAL ELECTION.

APPROVE THE ANNUAL SOFTWARE LICENSE RENEWAL OF TWO PALO ALTO NETWORK FIREWALLS IN THE AMOUNT OF $60,507.37
That the City Council authorize the City Manager to renew the software license with Palo Alto (PA) Network through Dell Computers for a total cost of $60,507.37.

APPROVE THE ACCEPTANCE OF A DEDICATION OF A UTILITY EASEMENT AT 920 WEST LA HABRA BOULEVARD
That the City Council:
A. Approve the acceptance of a dedication of a water easement at 920 West La Habra Boulevard; and,
B. Approve and authorize the recordation of a Deed of Easement with the Orange County Clerk-Recorder.

5.
ISSUE A PURCHASE ORDER TO SITEONE GREEN TECH, CITY OF INDUSTRY, CALIFORNIA, IN THE AMOUNT OF $86,184.24 FOR REPLACEMENT OF IRRIGATION CONTROLLERS FOR VARIOUS PARKS IN THE CITY OF LA HABRA
That the City Council:
A. Waive formal bid procedures per La Habra Municipal Code Section 4.20.070 (B), utilize exceptions to the bidding requirement as the equipment being purchased can only be purchased from one vendor; as well as Section 4.20.070 (E), utilize exceptions to the bidding requirement as the purchase involves the acquisition of specialized electronic equipment that is compatible with the City’s existing irrigation system; and
B. Authorize the City Manager to issue a purchase order in the amount of $86,184.24 from available funds in the FY 2025-26 Public Works General Fund budget to SiteOne Green Tech, City of Industry, California, for the purchase of new Irrigation Controllers.
