The Regular Meeting of the City Council for September 16, 2024, will be at the City of La Habra Council Chamber located at 100 East La Habra Boulevard, La Habra, California.  The City Council Chamber will be open to the public at 6:00 p.m. and the meeting will start promptly at 6:30 p.m.

The public is encouraged to participate in the Regular Meeting of the City Council by attending in person or submitting written comments via email to cc@lahabraca.gov no later than 5:00 p.m. on Monday, September 16, 2024.  Written comments sent to the City by 5:00 p.m. on the day of the meeting will be printed and provided to the City Council prior to the meeting. The meeting can also be viewed live through the City of La Habra website at www.lahabraca.gov/356/Archived-Council-Videos by clicking on "Watch Live" at 6:30 p.m.

The City of La Habra live broadcasts and replays City Council Meetings on La Habra Cable Channel 3 and over the website at www.lahabraca.gov.  Please note that in person attendance at this public meeting may result in the recording and broadcast of your image and/or voice.

PUBLIC COMMENTS: When addressing the La Habra City Council, please complete a Speaker's Card before leaving the Council Chamber.
 
General Public Comments shall be received at the beginning of the governing body meeting and limited to three (3) minutes per individual, with a total time limit of 30 minutes for all public comments, unless otherwise modified by the Mayor or Chair.  Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

The general Public Comment portion of the meeting allows the public to address any item of City business not appearing on the scheduled agenda. Per Government Code Section 54954.3(a), such comments shall not be responded to by the governing body during the meeting.
 
CONSENT CALENDAR:
Senate Bill 1439 ("SB 1439") amended Government Code Section 84308 to expand the regulation of campaign contributions in excess of $250 from donors involved in certain matters before the legislative body.  If the donor has a matter pending before the agency, and the official received a campaign contribution from the donor in excess of $250 in the prior 12 months, the official must publicly disclose the contribution and cannot in any way participate in the decision of the matter. The donor also has a duty to disclose the contribution on the record.

In the 12 months following the decision, a local official cannot receive campaign contributions in excess of $250 from a donor with an economic interest in the governmental decision.  Public officials are encouraged to closely track all campaign contributions which collectively exceed $250 in any 12-month period from any single source.
All matters on Consent Calendar are considered to be routine and will be enacted by one motion unless a Councilmember, City staff member, or member of the audience requests separate action or removal of an item. Removed items will be considered following the Consent Calendar portion of this agenda. Public comment shall be limited to three (3) minutes per individual, with a total time limit of 30 minutes per item that has been removed for separate discussion, unless otherwise modified by the Mayor. Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

That the City Council approve an agreement with the La Habra Host Lions Club for the annual Corn Festival to be held October 11-13, 2024.
 
9.
APPROVE A WORKFORCE INNOVATION OPPORTUNITY ACT (WIOA) IN THE AMOUNT OF $65,542.50 TO THE WINDSOR SCHOOL OF NURSING, AS PART OF THE READY S.E.T. OC (Employment & Training) GRANT FUNDED PROGRAM FOR FY 2024-2025
 

That the City Council approve a Workforce Innovation Opportunity Act (WIOA) payment in the amount of $65,542.50 to the Windsor School of Nursing, as part of the READY S.E.T. OC  (Employment & Training) Grant funded program for FY 2024 - 2025.

APPROVE ACCEPTANCE OF FUNDING FOR THE CALIFORNIA DEPARTMENT OF SOCIAL SERVICES FOR THE CITY OF LA HABRA GENERAL CHILD CARE PROGRAM FOR THE 2024-2025 FISCAL SCHOOL YEAR
 
 
That the City Council: 
A.  Approve and authorize the City Manager to accept the CCTR 4195-00 Agreement with the California Department of Social Services for the 2024-2025 Fiscal School Year in the amount of $3,382,871; and

B.  APPROVE AND ADOPT RESOLUTION NO. CC 2024-__ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE SUBMISSION OF A CONTINUED FUNDING APPLICATION FOR GENERAL CHILDCARE SERVICES WITH THE CALIFORNIA STATE DEPARTMENT OF SOCIAL SERVICES.

APPROVE ACCEPTANCE OF FUNDING FOR THE CITY OF LA HABRA STATE PRESCHOOL PROGRAM (CSPP) 2024-2025 FISCAL SCHOOL YEAR
 

That the City Council:
A.  Approve and authorize the City Manager to execute Contracts CSPP 4334-00 Agreement and Amendment CSPP 4334-01 with the California Department of Education Early (CDE) for the 2024-2025 Fiscal School Year; and

B.  APPROVE AND ADOPT RESOLUTION NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE SUBMISSION OF A CONTINUED FUNDING APPLICATION FOR CALIFORNIA STATE PRESCHOOL SERVICES WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION.

APPROVE THE PURCHASE OF DELL COMPUTERS NETWORK VIRTUALIZATION EQUIPMENT FOR CITY HALL NETWORK SYSTEM
 

That the City Council approve and authorize the City Manager to execute a purchase order in the amount of $227,514.15 with Dell Computers for the purchase of one Dell EMC PowerStore 500T storage unit ($169,562.97), one Dell PowerEdge R660 server ($29,344.16) and one Dell PowerSwitch S5248 ($28,607.02).
 
13.
APPROVE AN AGREEMENT WITH FLOCK GROUP, INC. FOR THE LEASE OF ADDITIONAL AUTOMATED LICENSE PLATE READER CAMERAS
 

That the City Council:
A. Waive formal bid requirements per La Habra Municipal Code section 4.20.070(E) regarding the acquisition of information technology equipment; and
 
B. Approve and authorize the City Manager to enter a two-year lease agreement with Flock Group, Inc. and issue a purchase order for the lease, installation, and maintenance of 15 fixed location Automated License Plate Reader Cameras.

APPROVE AN AGREEMENT WITH THE CITY OF SANTA ANA FOR REIMBURSEMENT OF COSTS RELATED TO HOMELAND SECURITY TRAINING FOR THE FISCAL YEAR 2023 URBAN AREAS SECURITY INITIATIVE (UASI) GRANT
 

That the City Council approve and authorize the City Manager to execute an agreement with the City of Santa Ana for reimbursement of costs related to Homeland Security training as outlined in the Fiscal Year 2023 Urban Areas Security Initiative (UASI) grant from September 1, 2023, through May 31, 2026.
 
15.
APPROVE AGREEMENT WITH VESTIS CORPORATION FOR UNIFORM MAINTENANCE SERVICES
 

That the City Council authorize the City Manager to execute an agreement and an annual purchase order for uniform maintenance services between the City and Vestis Corporation (Vestis).

WARRANTS:  APPROVE NOS.00145195 THROUGH 00145253 TOTALING $1,152,661.44; AND APPROVE NOS.305-559 TOTALING $2,659,568.74
 

That the City Council approve Nos. 00145195 through 00145253 totaling $1,152,661.44; and approve Nos.305 through 559, totaling $2,659,568.74.

DULY NOTICED PUBLIC HEARING TO CONSIDER THE 2023-2024 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) AND AUTHORIZE STAFF TO SUBMIT THE REPORT TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
 

That the City Council conduct a public hearing to review and approve the 2023-2024 Community Development Block Grant Annual Performance and Evaluation Report (CAPER) and authorize staff to submit the CAPER to the U.S. Department of Housing and Urban Development.

CONSIDER RENAMING VISTA GRANDE PARK TO CENTENNIAL PARK AS PART OF THE CITY'S 2025 CENTENNIAL CELEBRATION
 

That the City Council:
A.  Consider the Centennial Committee's recommendation to rename Vista Grande Park to "Centennial Park" in honor of the City's 2025 Centennial Celebration; and,

B.  Direct staff to initiate the park renaming process per City of La Habra Policies and Procedures Policy Number 1.60.
 
2.
CONSIDER A DESIGNATION OF VOTING DELEGATE AND ALTERNATES AND A RESOLUTION TO BE CONSIDERED BY VOTING MEMBERS DURING THE 2024 LEAGUE OF CALIFORNIA CITIES (CAL CITIES) CONFERENCE IN LONG BEACH FROM OCTOBER 16-18, 2024
 

That the City Council:
A. Designate a voting delegate and up to two (2) alternate voting delegates to attend the League of California Cities (Cal Cities) Annual Conference in Long Beach, October 16-18, 2024; and

B. Provide direction to the City of La Habra voting delegate and alternate voting delegates regarding a resolution that will be considered by the voting members during the 2024 Cal Cities Annual Conference.
