The Regular Meeting of the City Council for October 7, 2024, will be at the City of La Habra Council Chamber located at 100 East La Habra Boulevard, La Habra, California. The City Council Chamber will be open to the public at 6:00 p.m. and the meeting will start promptly at 6:30 p.m.
The public is encouraged to participate in the Regular Meeting of the City Council by attending in person or submitting written comments via email to cc@lahabraca.gov no later than 5:00 p.m. on Monday, October 7, 2024. Written comments sent to the City by 5:00 p.m. on the day of the meeting will be printed and provided to the City Council prior to the meeting. CONSENT CALENDAR:
| Senate Bill 1439 ("SB 1439") amended Government Code Section 84308 to expand the regulation of campaign contributions in excess of $250 from donors involved in certain matters before the legislative body. If the donor has a matter pending before the agency, and the official received a campaign contribution from the donor in excess of $250 in the prior 12 months, the official must publicly disclose the contribution and cannot in any way participate in the decision of the matter. The donor also has a duty to disclose the contribution on the record. In the 12 months following the decision, a local official cannot receive campaign contributions in excess of $250 from a donor with an economic interest in the governmental decision. Public officials are encouraged to closely track all campaign contributions which collectively exceed $250 in any 12-month period from any single source. |

That the City Council approve the City Council of the City of La Habra Regular Meeting Minutes of September 16, 2024.

APPROVE DENIAL OF LIABILITY CLAIM OF MR. ADRIAN SANCHEZ AS HEIR AND ESTATE OF MS. STACI BOWMAN
That the City Council deny the claim of Mr. Adrian Sanchez as heir and estate of Ms. Staci Bowman in order to set a definite six-month Statute of Limitations date.

APPROVE AWARD OF CONTRACT TO YUNEX LLC, FOR REPLACEMENT OF PEDESTRIAN SIGNAL HEADS AT EIGHT (8) INTERSECTIONS (HSIP CYCLE 9), PROJECT NO. 2-TC-19, FEDERAL PROJECT NO. HSIPL-5266 (030)
That the City Council:
A. Approve the Project Plans and Specifications for the replacement of pedestrian signal heads at eight (8) intersections (HSIP Cycle 9), Project No. 2-TC-19, Federal Project No. HSIPL-5266 (030);
B. Award a construction contract for the replacement of pedestrian signal heads at eight (8) intersections (HSIP Cycle 9), Project No. 2-TC-19, Federal Project No. HSIPL-5266 (030) to Yunex LLC, of Riverside, California, in the amount of $73,995 and reject all other bids; and,
C. Authorize the City Manager to execute an agreement with Yunex LLC and authorize staff to issue a purchase order in the amount of $81,395 which includes a ten percent contingency.

APPROVE AWARD CONTRACT TO GENTRY BROTHERS, INC., FOR CONSTRUCTION OF THE EUCLID STREET REHABILITATION PROJECT, CITY PROJECT NO. 1-R-21
That the City Council:
A. Approve the Project Plans and Specifications for the Euclid Street Rehabilitation Project, City Project No. 1-R-21;
B. Award a construction contract to Gentry Brothers, Inc., of Irwindale, California, in the amount of $1,365,816.50 for the Euclid Street Rehabilitation Project, City Project No. 1-R-21, and reject all other bids; and,
C. Authorize the City Manager to execute an Agreement with Gentry Brothers, Inc., and authorize staff to issue a purchase order to Gentry Brothers, Inc., in the amount of $1,638,980, which includes a 20 percent contingency; and,
D. Approve an appropriation of $250,697 from the Measure M2 Local Fair Share fund balance to fully fund the Euclid Street Rehabilitation Project, City Project No. 1-R-21; and,
E. Approve an appropriation of $924,280 from the Measure M2 Local Fair Share fund balance for this Project to replace the same amount of funding previously appropriated from Road Maintenance and Rehabilitation Account (RMRA) funding.

APPROVE AN AGREEMENT WITH WEST COAST ARBORISTS (WCA) FOR CITYWIDE TREE MAINTENANCE SERVICES
That the City Council:
A. Waive formal bidding requirements per the La Habra Municipal Code Section 4.20.070 (C), and utilize the cooperative purchase provision of a competitively bid contract awarded by the City of South El Monte with West Coast Arborists for tree maintenance services;
B. Approve and authorize the City Manager to execute a three-year agreement between the City of La Habra and West Coast Arborists (WCA) in the amount of $1,243,704 for tree maintenance services, as well as annual purchase orders in the amount of $414,568 per year; and,
C. Authorize the City Manager to execute two optional one-year extensions, upon mutual agreement of the two parties.
7.
APPROVE FISCAL YEAR 2024-2025 OFFICE OF TRAFFIC SAFETY "SELECTIVE TRAFFIC ENFORCEMENT PROGRAM" (STEP) GRANT FUNDING IN THE AMOUNT OF $180,000.
That the City Council approve and authorize the Chief of Police to accept and execute an agreement with the State of California's Office of Traffic Safety (OTS) to accept the "Selective Traffic Enforcement Program" (STEP) grant funding in the amount of $180,000 to fund overtime costs related to extra enforcement operations, collaborative DUI and Traffic Enforcement, travel, and training.

APPROVE ACCEPTANCE OF THE ALCOHOL BEVERAGE CONTROL (ABC) GRANT FUNDING IN THE AMOUNT OF $23,600
That the City Council approve the acceptance of $23,600 in Alcohol Beverage Control (ABC) Alcohol Police Partnership (APP) FY 2024-2025 grant funding from the State of California for the enforcement of ABC laws within the City of La Habra.

WARRANTS: APPROVE NOS. 00145254 THROUGH 00145297 TOTALING $521,012.44; AND NOS. 560 THROUGH 849 TOTALING $3,420,309.36; AND APPROVE WIRE TRANSFERS DATED 9/13/24 AND 9/23/24, TOTALING $840,315.63
That the City Council approve Nos. 00145254 through 00145297 totaling $521,012.44; and Nos. 560 through 849 totaling $3,420,390.36; and approve Wire Transfers dated 9/13/24 and 9/23/24, totaling $840,315.63.

A. Receive and file the results of the City's initial completed Neighborhood Traffic Management Program (NTMP); and
