AGENDA ITEM DESCRIPTION OR LEGISLATION TITLE:
AN ORDINANCE AUTHORIZING THE SAFETY/SERVICE DIRECTOR TO ENTER INTO A WATER POLLUTION CONTROL LOAN FUND AGREEMENT ON BEHALF OF THE CITY OF LORAIN FOR THE CONSTRUCTION OF THE NEW MARTIN RUN PUMP STATION AND DECLARING AN EMERGENCY.
PURPOSE AND BACKGROUND:
WHEREAS, the City of Lorain intends to apply for a Water Pollution Control Loan Fund (WPCLF) for the construction of wastewater pump station facilities; and
WHEREAS, the City of Lorain has determined that the existing pump station has reached its useful life and capacity. It needs to be reconstructed and moved out of a 100-yr old flood plain to ensure continued flows are properly conveyed and treated at the PQM WWTP; and
WHEREAS, the Ohio WPCLF requires the government authority to pass legislation for application of a loan and the execution of an agreement as well as designating a dedicated repayment source.
