AN ORDINANCE AUTHORIZING THE SAFETY/SERVICE DIRECTOR OF THE CITY OF LORAIN TO ENTER INTO A DISPOSITION AGREEMENT FOR THE
TRANSFER OF REAL PROPERTY TO THE LORAIN COUNTY LAND REUTILIZATION CORPORATION AND DECLARING AN EMERGENCY
TRANSFER OF REAL PROPERTY TO THE LORAIN COUNTY LAND REUTILIZATION CORPORATION AND DECLARING AN EMERGENCY
PURPOSE AND BACKGROUND
WHEREAS, pursuant to Section 4582.38 of the Ohio Revised Code, the City of Lorain is willing to transfer the real property located on Fulton Road, Lorain, Ohio 44055, Permanent Parcel Number 03-00-097-102-009 (the “Property”) described in Exhibit “A” attached hereto to the Lorain County Land Reutilization Corporation (the “Land Bank”) upon the terms and conditions set forth herein; and
WHEREAS, the Land Bank was established pursuant to Chapter 1724 of the Ohio Revised Code for the purpose of facilitating the reclamation, rehabilitation, and reutilization of vacant, abandoned, tax-foreclosed, or other real property within Lorain County; and
WHEREAS, the transfer of the Property to the Land Bank will promote neighborhood stabilization and the productive reuse of property within the City of Lorain; and
WHEREAS, the City of Lorain desires to authorize the Safety/Service Director to enter into a Disposition Agreement with the Land Bank for the transfer of said property described in Exhibit “A” attached hereto upon the terms and conditions set forth in the Disposition Agreement that has been marked as Exhibit “B”, is attached hereto and incorporated herein by reference (the “Disposition Agreement”); and
WHEREAS, the Land Bank intends to transfer the Property to Raise Up (formerly known as the Lorain Metropolitan Housing Authority) for redevelopment purposes; and
WHEREAS, Raise Up is a longstanding partner of the City of Lorain, and the transfer of the Property is expected to facilitate the development of an urban farm within the Southside Gateway Neighborhood.
