AGENDA ITEM DESCRIPTION OR LEGISLATION TITLE:
AN ORDINANCE AUTHORIZING THE SAFETY/SERVICE DIRECTOR TO APPLY, ACCEPT, AND ENTER INTO A WATER POLLUTION CONTROL LOAN FUND (WPCLF) AGREEMENT ON BEHALF OF THE CITY OF LORAIN FOR THE PLANNING AND WORK ASSOCIATED WITH THE CITY OF LORAIN SANITARY SEWER EVALUATION STUDY (SSES), AND DECLARING AN EMERGENCY.
PURPOSE AND BACKGROUND:
WHEREAS, the City of Lorain intends to apply for a WPCLF loan for planning and work associated with the SSES within the City of Lorain; and
WHEREAS, the City of Lorain is required to conduct an SSES to meet obligations of their Capacity Assurance Plan with the US EPA; and
WHEREAS, the WPCLF requires the government authority to pass legislation for application of a loan and execution of an agreement as well as designating a dedicated repayment source.
